Book excerpt: Excerpt from Twelfth Biennial Report of the State Coal Mine Inspector, 1905-1906 It is gratifying to report that during the two years just passed many improvements were made along lines tending to en hance the safe and sanitary conditions in the mines, and several companies have adopted measures towards the safeguarding of their employes that are beyond the requirements of the law, such as establishing shot-lighters, or the firing of shots by electricity, when the men have withdrawn from the mines. The practice of using the air courses paralleling the slopes, and other mechanical haulage roads for traveling ways, is be coming popular, and is in vogue at several mines. The use of man ways for employes to pass in and out Of the workings does away with the danger of accidents of men coming in contact with moving motors and rope trips. Also the sprinkling of non-gaseous mines is receiving general attention. These improvements are not compulsory, though they should be. Book excerpt: Excerpt from Thirtieth Annual Report of the Chief Inspector of Mines to the Governor of the State of Ohio: For the Year Ending December 31, 1904 We have reached a period in the history of Coal Mining in Ohio when the most competent mine managers and most successful mine operators are pleased to testify that the truest economy in the production of coal is found in the application of methods of mining which make the conditions in their mines in advance of the requirements of the Mining Laws, rather than to be delayed in their Operations and annoyed by an order of the Mine Inspector for the enforcement of the law. And in such cases it must be a pleasant. Rather than an unpleasant duty, for an Inspector to visit and record the conditions of such mines, and pleasing to all those connected with them to afterwards read the report of the Inspector, to say nothing whatever of the advertisement in favor of good management. It is well also to remember that we have reached a period when many of the coal seams in the state are being worked to a point of exhaustion, and in order to supply the demand for a commodity that contributes so much to the comfort and welfare of the people it is necessary to penetrate the earth to a much greater depth, at considerable more cost, greater danger, and possibly much more serious loss of life and property. Many deep shaft mines have recently been opened in various part of the state, and the pent-up gases liberated to a greater extent than ever before, and the many small explosions occurring should be looked upon as the sounding of a positive alarm of the presence of greater danger to life and property; and the necessity of the application of the best possible methods of reducing the danger to a minimum. Book excerpt: Excerpt from Fourth Annual Report of the State Inspector of Coal Mines, 1916 The condition of the coal industry for this year shows marked improvement over the preceding year, both in production, market price and wages paid. The production amounted to tons. Fourteen of the nineteen coal-producing counties contributed to the increase, which was tons; tons of the total was in run-of - mine, the bulk coming from Las Animas County. This was used at the-steel works, either as coal or in the form of coke. The coke production amounted to tons, an increase of tons, ' compared with the preceding year. The selling price of coal advanced materially in the fall of the year, and the workers have received an increase in wages. The monthly and annual reports from the Operators, with few exceptions, are so incomplete that it is practically impossible for this department to give the full information required by law. The Federal Government has adopted a standard for mining statistics, a Copy of which is hereto attached. The principal object of this is to make all coal mine inspection reports uniform, and to eliminate duplicate reports now made by the mine owners to the different state and federal institutions. The monthly and annual report forms furnished the Operators by this department have been changed to conform with the federal requirements. The attention of the operators is drawn to the importance of filling in all details of the aforesaid reports, in order that this department may comply with the new statistical requirements. It will no longer be neces sary for operators to report non-fatal accidents to this department, as arrangements have been made to get this information from the Industrial Commission. Fourteen proposed amendments to the mining law are now being considered by the legislature, the object being to make the law more specific and to conform with the state compensation law.
