Book excerpt: Excerpt from Elements of Railway Economics The Object of this book is to consider railways and railway business from the economic point of view. It will be well, therefore, to begin by understanding precisely what a railway is. Historically and etymologically a railway is merely a road on which rails are laid. Originally the rails, whether of stone or wood or iron, were laid flat on the surface, and vehicles with ordinary wheels were free either to use the special track or to move at large over the whole width of the road. In the next stage of development, the rails were continuous iron plates with flanges on their outer edges to confine the Wheels to the track proper. In the next stage, the rails were raised above the surface and the flange was transferred from the rails to the wheels. The railway thus became specialized it could only be used by special vehicles, and the special vehicles could no longer be used on ordinary roads. Among the most characteristic features Of this change is the increased importance Of the transportation ele ment in production. At the commencement of the period the necessary articles Of subsistence were, with few exceptions, wholly produced within the localities in which they were required for consumption, and ex changes between distant communities were practically restricted to articles of great value used only by those able to indulge in expensive luxuries. Means Of trans portation by water had improved but little, and those for transportation by land scarcely at all since the dawn of history. The movement of commodities was so costly as to be prohibitive of exchanges of ordinary food or textile products, so slow that perishable articles could traverse but the shortest distances, and accompanied by such excessive risks that at a few hundred miles from the regions of production the prices of even the most costly articles were doubled, trebled, or quadrupled. Like rails of our own make have recently been sold at seventeen dollars a ton. Sir Henry himself, while in the first flush of his success, and amassing a fortune, immediately reduced the cost of tires in England from four hundred and fifty dollars a ton to one hun dred. A Bessemer rail will last from six to nine times as long as an iron one under the same traffic. Here is a clew to many economies. With the life of rails so greatly prolonged, the cost of renewal of rails and repairs of track, a heavy item of ex pense to every company, is of course greatly reduced. From being able to obtain rails at once cheaper and far more durable, other important consequences have flowed. Heavier rails have been placed within reach. This in turn has made possible the use of heavier engines, stronger cars and heavier loads, result ing in such economies of operation as to be a principal cause of the continual decline in freight rates in this country, which today are only a third of what they were when the new metal had become fairly introduced.
