Book Synopsis Technology Transfer and East-West Relations by : Mark Schaffer
Download or read book Technology Transfer and East-West Relations written by Mark Schaffer and published by Routledge. This book was released on 2018-04-09 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985, in the deteriorating climate of East-West relations technology transfer became vitally important. The Eastern bloc desperately needed Western technology to assist in the development of the socialist economies, but a proposed US ban on the export of Western technology to the Siberian pipeline project led to increasing tension within the Western alliance abot the nature and scale of high technology that could be safely exported to the East. This book reviews the state of technology transfer to the East in the 1980s and considers the place of Western technology in the Eastern economies. It also discusses the strategic goals of Western technology embargoes. Many of the issues discussed remain pertinent today.
Book Synopsis National Security And Technology Transfer by : Gary K. Bertsch
Download or read book National Security And Technology Transfer written by Gary K. Bertsch and published by Routledge. This book was released on 2019-02-22 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: The deterioration of detente in the wake of the ongoing Soviet arms build-up has sharply focused the East-West trade debate on the question of advanced technology transfer from the United States and its allies to the Soviet bloc. The transfer and acquisition of high technology have become central ingredients in super-power relations and are key elements of any national security policy. President Reagan, among others, has questioned the wisdom of the policies of the 1960s and early 1970s, when trade with the Soviet Union and Eastern Europe expanded rapidly. At recent industrial nation summits, conferees of Western countries agreed to high-level review of their East-West technology trade policies. But in light of the apparent West European commitment to continue and expand trade with the East, as exemplified by the Siberian gas pipeline project, and the growing U.S. opposition to such technology transfer, divisions between U.S. and Western trade policies toward the East are likely to become increasingly acute in the years ahead. Professors Bertsch and McIntyre have selected comprehensive and representative articles to examine the question of technology transfer from a variety of perspectives--political, economic, and military- emphasizing both the U.S. and the Western allies' points of view and offering insights into the complex issues raised by the strategic dimensions of East-West trade.

Available in PDF, EPUB and Kindle. Book excerpt: The transfer of technology from the U.S. to the Soviets started to accelerate during the Nixon administration. The pace increased even more briskly through the first three years of the Carter Administration. Today, the entire question of technology transfer is under serious discussion. What is the status now? What is the role of the Departments of Defense? What are the interests of the Commerce Department and the Department of State? Does the nation need an Office of Strategic Trade to control the movement of strategic commodities and critical technologies? This study examines the background of the past 10 years of technology transfer, the Bucy Report then and now, activities at the Department of State, Commerce, and Defense, the role of the FBI and of the National Technical Information Service, describes a typical tough technology transfer review, gives the Soviet perspective, and looks at many Soviet visitors who are 'students.' The proposed Office of Strategic Trade is explained and proposed as one solution to the problem derived from many points of view, while another equally manageable and effective approach aimed at refining the present organization and keeping the responsibility in the Department of Commerce also is discussed.

This book takes a retrospective look at the U.S. experience under the agreement. The background, objectives, organizational arrangements, and evaluations of specific projects are examined within the context of the scientific community and the concerns of the two governments. The authors discuss the relative success of the agreement and propose ways in which the scientific and political benefits could be increased.
