Book excerpt: The literature describing the academic performance, school experiences, and social relations of children in foster care is fraught with negative findings regarding educational delays, high attrition in high school, and inadequate social skills, as well as inability to maintain employment, incarceration, and homelessness in young adulthood. Such findings could influence classroom teachers to stereotype them intellectually, behaviorally, and psychosocially, and to expend little time and effort to help foster children. To investigate elementary classroom teachers' perceptions of and lived experiences with foster children the researcher used a grounded theory strategy and methods. Twenty-five teachers from three urban school districts in a Midwestern state were interviewed one-on-one according to a semi-structured interview schedule. Each interview was audio taped and transcribed verbatim. The constant comparative method was used to analyze emergent data and construct themes. The final stage of analysis yielded the following themes: 1. Participants' empathy for children in foster care, 2. Participants' impressions of foster parents, 3. Participants' interactions within the system, 4. Foster care children's academic performance, 5. Behavioral issues with children in foster care, 6. Foster care children's interactions with peers, and 7. Participants' advice to colleagues. Overall, results indicate that elementary school teachers did not stereotype children in foster care. Instead, they demonstrated a ii balanced perspective on their abilities and challenges, and understood how their interactions and interventions as educators could support foster care children in their classrooms and enhance their development, academically and psychosocially.

Classroom teachers who instruct these children often feel under-informed and unsupported in serving the needs of foster students. The present study examined how teachers are informed of a student's foster care status, the supports and services available to teachers in working with children, and the supports and services teachers feel they need in order to provide an appropriate education to this population. Ten teachers were interviewed to gain insight into their experiences educating foster children. Results indicated there is inconsistency in how teachers are informed of a child's foster care status and that teachers are dissatisfied with the lack of background information provided regarding a child's foster care status. Participants reported feeling supported by the school when designing and implementing behavioral interventions, however many expressed a need for more collaboration among the school, home, and social service agency. Suggestions are made for school systems and social service agencies to provide more information, training, and collaboration to teachers of students who live in foster care.

Study results sought to understand the lived experiences of Hispanics in the United States that contribute to their perceptions about foster parent and caregiver roles for foster children.

Book excerpt: Researchers, practitioners, journalists and politicians increasingly recognise that foster care throughout the world is in a state of crisis. There are more and more children needing care and, as residential alternatives dry up, more of these children are being assigned to foster families. This book reports the major findings of a two-year longitudinal study of 235 such children who entered the foster care system in Southern Australia between 1998 and 1999. As well as examining the changing policy context of children's services, the book documents the psychosocial outcomes for these children, their feedback on their experiences of care, and the views of their social workers and carers. In the process, the book examines some cherished beliefs about foster care policy and sheds new light on them. The research reveals that while most children do quite well in foster care up to the two-year point, there is a worrying amount of placement instability at a time when the concentration of emotionally troubled children in care is increasing throughout the western world. Although, surprisingly, placement instability does not appear to produce psychosocial impairment for a period of up to eight months in care, it has an extreme effect on children who are moved from placement to placement because no carer will tolerate their behaviour. These children are consigned to a life of distribution and emotional upheaval because of the lack of alternative forms of care. Another unexpected finding of the research is that increasing the rate of parental contact achieves little or nothing in relation to the likelihood of family reunification. As child welfare increasingly enters a world of research-based practice, Children in Foster Care provides some much needed hard evidence of how foster care policy and practice can be improved.

This study elicited the perceptions of six foster parents about their roles as caregivers to foster children. The value of foster parents cannot be overexpressed, as they have a huge potential to be positive influences in their caregiving roles for foster children. This study was guided by two questions: 1) How do foster parents understand their roles as caregivers for their foster children? and 2) How do foster parents understand their roles in providing a learning environment for their foster children? These questions morphed into one central inquiry exploring how the role of a caregiver is intricately connected to providing a learning environment. The data was analyzed through the lens of curriculum studies using open coding, resulting in emergent themes about foster parents' perceptions about their roles and responsibilities as caregivers as well as challenges that foster parents and foster children experience. Curriculum theorists such as Parker Palmer and John Dewey afford vital insight into the importance of the data, opening up the discussion to notions of emotional curriculum and the need for trauma-informed practices. This study provides rich descriptions of insights from foster parent on the foster care system. Book excerpt: The purpose of this transcendental phenomenological study was to describe the experiences of former foster students in online educational environments. Maslow's hierarchy of needs acted as the theory guiding this study, as it was essential when investigating how unmet needs for foster children affected their motivation to learn and feelings of belongingness with their school. This study was designed to answer the following central research question: What are the experiences of former foster students who have taken part in online education? Using a transcendental phenomenological approach, I collected the lived experiences of the participants to uncover emerging themes during online learning while in foster care. A sample of 10 former foster students who experienced online education while in foster care and graduated from high school during the academic years 2021 or 2022 resulted in a participant age range of 18-21 years old. To facilitate triangulation, data collection included surveys, interviews, writing prompt documents, and focus groups. Data analysis followed Moustakas' modification of the van Kaam method to horizontalize the data, cluster common experiences, and develop textural and structural descriptions of the essence of the phenomenon. The themes of engagement deficiency, inferior educational experiences, and feelings of uncertainty for high school foster students engaged in online learning also included feelings of loneliness, insecurity, and post-graduation apprehension. Foster students learning online shared negative experiences including lack of supports, ease of cheating, non-engagement, and feelings of isolation. Foster students, due to their transient nature, need targeted educational supports put in place when learning online to succeed with coursework, become college/career ready, and to engage with peers forming a sense of connection with their school community.

Children in the foster care system are often exposed to trauma before and after entering the foster care system. Therefore, the trauma that foster children experience can impact them emotionally, psychologically, and cognitively. Unfortunately, foster parents are often unequipped to deal with these issues when these children enter their homes. The gap this study aimed to address was that foster parents did not have opportunities to share their experiences on what it was like to provide care for traumatized foster children. Husserl’s phenomenology theory guided this exploration and provided an in-depth, comprehensive description of foster parents’ experience in the foster care system. The study’s design and framework were used to address the research question, how does a foster parent describe their experience of providing care for children who have experienced trauma? In the rural region of Atlanta, Georgia, seven foster parents participated in semi-structured face-to-face interviews. The data were analyzed and coded. Four themes emerged: challenges in being a foster parent, the impact of fostering traumatized children, factors contributing to foster parents’ resilience, and recommendations for supporting foster parents. The themes provided insight into what it was like to provide care for foster children in the foster care system and shed light on foster parents’ challenges and needs in caring for traumatized children. The themes revealed that caring for traumatized children can be stressful. The foster parents did not receive sufficient communication about the children’s trauma background or training in managing the children’s trauma. Training and workshops were recommended because the foster parent can experience burnout without developing resiliency and support.
