Book excerpt: Since the nineties of the last century, credit institutions (hereinafter ‘Banks’) have developed a variety of different electronic payment (hereinafter ‘Payment’) solutions, which enable payment service users (hereinafter ‘PSUs’) to transfer funds electronically. Further to the offering of these solutions, Banks were also responsible for the execution of the relevant steps in the processing of Payments, including authorisation and clearing and settlement. Shortly thereafter, other service providers started entering the market as a competitor of Banks. Having a larger group of payment service providers (hereinafter ‘PSPs’) offering payment services is assumed to offer social welfare benefits such as: (i) a reduction in the costs of payment services for PSUs; and (ii) a positive stimulus for innovation in the Payments market. To establish a European Payments market that enhances social welfare, it is therefore essential to have sound competition between Banks and non-Banks. Achieving a ‘level playing field’ between Banks and nonBanks is a requisite for achieving such sound competition in the Payments market. It is therefore as important as ever to have a better understanding of the extent to which the European financial services regulatory framework for the Payments market contributes to the establishment of such level playing field and whether it is necessary to make further improvements to this framework to enhance the level playing field. In legal literature, the concept of a level playing field is most often interpreted as having relatively low barriers to market entry for non-Banks. More specifically, a level playing field is believed to exist if PSPs are subject to market entry requirements that are proportionate to the size and complexity of their business model.

The first aim of this work is to examine the factual basis for the ECB’s rationale by analysing the German payment market ultimately aiming at a conclusion on the attractiveness of an Instant Payments solution for the German payment market. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

With the growth of digital payment options, the topic of e-money and its economic impact has increasingly come into academic focus. The aim of this bachelor thesis is therefore to summarize the current state of research on digital currencies and to provide new insights into their impact on payments and monetary policy. This study concentrates mainly on the European market with a particular emphasis on the Eurozone. Using recent literature and academic studies, a literature review examines the impact of digital currencies on monetary policy. Further, this paper develops and demonstrates new insights about digital currencies in a quantitative empirical study. The quantitative analysis was chosen in order to obtain measurable values for comparison. From this, the following research question can be derived: How could digital currencies potentially impact electronic payments and monetary policy in the Eurozone? Following the introduction, chapter two provides the reader with a comprehensive and in-depth examination of theoretical foundations. To this end, the terms currency and money are clarified, and different payment systems are discussed. In addition, business models based on companies are presented, as well as monetary policy and the ECB are explained in more detail. After the theory section, the third chapter covers the approach, the empirical method, and the data collection and analysis procedures. Subsequently, chapter four presents the research results to provide an answer to the research question. The fifth chapter deals with the discussion, including hypothesis testing. The final section completes the thesis with a conclusion.
