Book excerpt: A key element of the President's Management Agenda is the expansion of electronic government (e-government) to enhance access to information and services, particularly through the Internet. In response, the Office of Management and Budget (OMB) established a task force that selected a strategic set of initiatives to lead this expansion. GAO previously reviewed the completeness of the information used for choosing and overseeing these initiatives, including business cases and funding plans. E-government offers many opportunities to better serve the public, make government more efficient and effective, and reduce costs. To achieve these goals, the 25 e-government initiatives selected by OMB's Quicksilver task force focus on a wide variety of services, aiming to simplify and unify agency work processes and information flows, provide one-stop services to citizens, and enable information to be collected on line once and reused, rather than being collected many times. For example, Recreation One-Stop is a Web portal for a single point of access to information about parks and other federal, state, and local recreation areas. Other initiatives are being pursued that do not necessarily rely on the Internet, such as the e-Payroll initiative to consolidate federal payroll systems. GAO's review of the initial planning documents for the initiatives highlights the critical importance of management and oversight to their success. Important aspects--such as collaboration and customer focus--had not been addressed in early program plans for many of the projects, and major GAO's review of the initial planning documents for the initiatives highlights the critical importance of management and oversight to their success. Important aspects--such as collaboration and customer focus--had not been addressed in early program plans for many of the projects, and major uncertainties in funding and milestones were not uncommon. As shown by GAO's comparison of the content of the initiatives' business cases with best practices, all the business cases included key information, but many elements were missing. In particular, fewer than half addressed collaboration and customer focus, despite the importance of these topics to e-government strategy and goals. Similarly, the accuracy of estimated costs in the funding plans was questionable: between May and September 2002, these estimates for 12 of the initiatives changed significantly--by more than 30 percent. Accurate cost, schedule, and performance information is essential to ensure that projects are on schedule and achieve their goals.

Download or read book Comparative Perspectives on E-government written by Peter Hernon and published by Scarecrow Press. This book was released on 2006 with total page 428 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the 1990s, many governments began to use information and communications technologies, especially Internet applications, to improve the efficiency and economy of government operations and to provide their citizens, the business community, and government officials with information and services. The goal of e-government is to become entrenched in the everyday lives of these people so that they become reliant on Internet access to government. Comparative Perspectives on E-government draws upon the expertise of its contributors, who have conducted research and policy analyses related to government information policy and e-government, and who have published previously in these areas. The focus of coverage is on five countries (Australia, Canada, New Zealand, the United Kingdom, and the United States) and topical issues such as the digital divide, the balance between access and security in the aftermath of 9-11, trust in government, the citizen's perspective on e-government, and the evaluation of government Web sites. The book addresses the need to understand the phenomenon of e-government better_its development, mission and goals, success in achieving those goals, and future plans_extending an inquiry to both developed and developing countries. An additional need for detailed cross-country analyses and comparisons, introduced here, is also addressed.

Book Synopsis The Trusted Leader by : Terry Newell
Download or read book The Trusted Leader written by Terry Newell and published by CQ Press. This book was released on 2011-08-04 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improving government on a macro level is only possible with public managers who herald change on a micro level. While many studies of government reform focus on new policies and programs, these public managers—building relationships built on trust—are the real drivers behind many successful reforms. In this second edition, chapter authors once again draw on their real-world experience to demonstrate the importance of values-based leadership. With new research and lessons from the first two years of the Obama administration, chapters focus on the concrete ways in which leaders build effective relationships and trust, while also improving themselves, their organizations, and those they coach. Surveying agencies both horizontally and vertically, The Trusted Leader also addresses how public managers can collaborate with political appointees and the legislative branch, while still engaging with citizens to create quality customer experiences. Two brand-new chapters focus on: “Effective Conversations”—the importance of one-on-one conversations to building trust, with a model for having such conversations. “The Diversity Opportunity”—the need to effectively lead across a diverse workforce and a diverse society to build trust in both realms. With the addition of chapter headnotes, the editors provide necessary context, while the new “Resources for Further Learning” feature guides readers toward additional print and web resources.
