Book excerpt: This report is intended to aid managers in decision making about electronic dissemination of publicly available statistical data using electronic bulletin boards, faxes, e-mail, Internet and other public networks, diskettes, magnetic tape, and CD-ROM. These decisions include how to pursue new avenues of electronic dissemination of statistical data, how to operate an electronic dissemination service, how to prepare data for electronic dissemination, how to service the users, and what the costs and financing options are for electronic dissemination. The report includes recommended procedures for electronic dissemination of data e.g., suggestions on user charges and ideas for dissemination of survey concepts and measures of data quality as well as examples of current practice and near future plans of Federal statistical agencies in the area of electronic dissemination of statistical data.

Book excerpt: The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) communicates its science and engineering (S&E) information to data users in a very fluid environment that is undergoing modernization at a pace at which data producer dissemination practices, protocols, and technologies, on one hand, and user demands and capabilities, on the other, are changing faster than the agency has been able to accommodate. NCSES asked the Committee on National Statistics and the Computer Science and Telecommunications Board of the National Research Council to form a panel to review the NCSES communication and dissemination program that is concerned with the collection and distribution of information on science and engineering and to recommend future directions for the program. Communicating Science and Engineering Data in the Information Age includes recommendations to improve NCSES's dissemination program and improve data user engagement. This report includes recommendations such as NCSES's transition to a dissemination framework that emphasizes database management rather than data presentation, and that NCSES analyze the results of its initial online consumer survey and refine it over time. The implementation of the report's recommendations should be undertaken within an overall framework that accords priority to the basic quality of the data and the fundamentals of dissemination, then to significant enhancements that are achievable in the short term, while laying the groundwork for other long-term improvements.

Book excerpt: The National Science Foundation's National Center for Science and Engineering Statistics (NCSES), one of the nation's principal statistical agencies, is charged to collect, acquire, analyze, report, and disseminate statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers, and to the public. NCSES data, based primarily on several flagship surveys, have become the major evidence base for American science and technology policy, and the agency is well respected globally for these data. This report assesses and provides guidance on NCSES's approach to measuring the science and engineering workforce population in the United States. It also proposes a framework for measuring the science and engineering workforce in the next decade and beyond, with flexibility to examine emerging issues related to this unique population while at the same time allowing for stability in the estimation of key trends

Book excerpt: Part of an in-depth study of how information technology research and development could more effectively support advances in the use of information technology (IT) in government, Summary of a Workshop on Information Technology Research for Federal Statistics explores IT research opportunities of relevance to the collection, analysis, and dissemination of federal statistics. On February 9 and 10, 1999, participants from a number of communitiesâ€"IT research, IT research management, federal statistics, and academic statisticsâ€"met to identify ways to foster interaction among computing and communications researchers, federal managers, and professionals in specific domains that could lead to collaborative research efforts. By establishing research links between these communities and creating collaborative mechanisms aimed at meeting relevant requirements, this workshop promoted thinking in the computing and communications research community and throughout government about possibilities for advances in technology that will support a variety of digital initiatives by the government.

Book excerpt: The U.S. Department of Agriculture's (USDA) Computerized Information Delivery Service (CIDS) is a system to electronically disseminate a wide range of perishable and time-sensitive agricultural data to news and information services for distribution to their subscribers or to others interested in large amounts of USDA information. Perishable and time-sensitive data are defined as data with a limited useful life; data that lose their significance if they do not reach the proper users in a timely manner; and data that, when replaced, are completely replaced. Some of the information provided by CIDS includes crop, livestock, and price statistics; export sales reports; and foreign agriculture trade leads.

Book excerpt: The environment for obtaining information and providing statistical data for policy makers and the public has changed significantly in the past decade, raising questions about the fundamental survey paradigm that underlies federal statistics. New data sources provide opportunities to develop a new paradigm that can improve timeliness, geographic or subpopulation detail, and statistical efficiency. It also has the potential to reduce the costs of producing federal statistics. The panel's first report described federal statistical agencies' current paradigm, which relies heavily on sample surveys for producing national statistics, and challenges agencies are facing; the legal frameworks and mechanisms for protecting the privacy and confidentiality of statistical data and for providing researchers access to data, and challenges to those frameworks and mechanisms; and statistical agencies access to alternative sources of data. The panel recommended a new approach for federal statistical programs that would combine diverse data sources from government and private sector sources and the creation of a new entity that would provide the foundational elements needed for this new approach, including legal authority to access data and protect privacy. This second of the panel's two reports builds on the analysis, conclusions, and recommendations in the first one. This report assesses alternative methods for implementing a new approach that would combine diverse data sources from government and private sector sources, including describing statistical models for combining data from multiple sources; examining statistical and computer science approaches that foster privacy protections; evaluating frameworks for assessing the quality and utility of alternative data sources; and various models for implementing the recommended new entity. Together, the two reports offer ideas and recommendations to help federal statistical agencies examine and evaluate data from alternative sources and then combine them as appropriate to provide the country with more timely, actionable, and useful information for policy makers, businesses, and individuals.

Book excerpt: This paper reviews the role of the GDDS in helping developing and emerging market countries improve the dissemination of macroeconomic and sociodemographic data. It considers whether the GDDS, in the way it was designed about a decade ago and enhanced along the way, has fulfilled its purpose. Further, it considers whether the GDDS remains relevant to its current and prospective members, given ongoing global integration, increasing emphasis on transparency and governance mechanisms, and increased reliance on the Internet and electronic data transmission.

Book excerpt: Federal government statistics provide critical information to the country and serve a key role in a democracy. For decades, sample surveys with instruments carefully designed for particular data needs have been one of the primary methods for collecting data for federal statistics. However, the costs of conducting such surveys have been increasing while response rates have been declining, and many surveys are not able to fulfill growing demands for more timely information and for more detailed information at state and local levels. Innovations in Federal Statistics examines the opportunities and risks of using government administrative and private sector data sources to foster a paradigm shift in federal statistical programs that would combine diverse data sources in a secure manner to enhance federal statistics. This first publication of a two-part series discusses the challenges faced by the federal statistical system and the foundational elements needed for a new paradigm.
