Book excerpt: International Outlook 2016, an updated statistical reference with energy projections, is provided as a service to energy managers and analysts, both in government and in the private sector. The projections are used by international agencies, federal and state governments, trade associations, and other planners and decision makers. They are published pursuant to the Department of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The report begins with a review of world trends in energy demand and the major macroeconomic assumptions used in deriving the International Energy Outlook 2016 (IEO2016) projections, along with the major sources of uncertainty in the projections, which extend through 2040. In addition to the Reference case projections, High Economic Growth and Low Economic Growth cases were developed to consider the effects of higher and lower growth paths for economic activity than are assumed in the Reference case. IEO2016 also includes a High Oil Price case and, alternatively, a Low Oil Price case. The resulting projections--and the uncertainty associated with international energy projections in general--are discussed in Chapter 1, "World energy demand and economic outlook." Projections for energy consumption and production by fuel--petroleum and other liquid fuels, natural gas, and coal--are presented in Chapters 2, 3, and 4, along with reviews of the current status of each fuel on a worldwide basis. Chapter 5 discusses the projections for world electricity markets--including nuclear power, hydropower, and other marketed renewable energy resources--and presents projections of world installed generating capacity. Chapter 6 presents a discussion of energy used in the buildings sector (residential and commercial). Chapter 7 provides a discussion of industrial sector energy use. Chapter 8 includes a detailed look at the world's transportation energy use. Finally, Chapter 9 discusses the outlook for global energy-related carbon dioxide emissions. IEO 2016 focuses exclusively on marketed energy. Non-marketed energy sources,which continue to play an important role in some developiing countries, are not included in the estimates. By late 2012, the national electricity grid had reached 92 percent of India's rural villages, or about 880 million people. Yet, approximately 311 million people-mostly those in rural areas-still live without electricity. Less than half of all households in the poorest income group have electricity. Even among households with electricity, hundreds of millions lack reliable supply and experience power cuts almost daily. Achieving universal access to electricity by 2030 is not fi nancially prohibitive for India. The challenge of providing electricity for all is achievable, ensuring that India joins such countries as China and Brazil in reaching out to even its remotest populations. Policies will need to be aligned with the principles followed in other successful international programs. The potential benefi ts of electrifi cation for those without service are quite high. The benefi ts of lighting alone would approximately equal the investments necessary to extend electricity for all. Households with electricity consume more than 100 times as much light as do households with kerosene for about the same amount of money. Without quality energy services, households often face entrenched poverty, poor delivery of social services, and limited opportunities for women and girls. This book will be of interest to a wide audience, including policy makers, experts and managers in the international development community, and those in academia.

This rise of the regulatory state of the south is barely noticed both by scholars of regulation and of development, let alone adequately documented and theorized. Yet the consequences for the role of the state and modalities of governance in the south are substantial, as politically charged decisions are handed over to formally technocratic agencies, creating new arenas and forms of contestation over the gains and losses from development decisions. Moreover, this shift in the developing world comes at a time when the regulatory state in the north is under considerable stress from the global financial crisis. Understanding the regulatory state of the south, and particularly forms of accommodation to political pressures, could stimulate a broader conversation around the role of the regulatory state in both north and south. This volume seeks to provoke such a discussion by empirically exploring the emergence of regulatory agencies of a range of developing countries across Asia, Africa, and Latin America. The cases focus on telecommunications, electricity, and water: sectors that have often been at the frontlines of this transition. The central question for the volume is: Are there distinctive features of the regulatory state of the South, shaped by the political-economic context of the global south in the last two decades? To assist in exploring this question, the volume includes brief commentaries on the case studies from a range of disciplines: development economics, law and regulation, development sociology, and comparative politics.
