Today, local wind and solar could replace approximately 74 percent of the U.S. coal fleet at an immediate savings to customers. By 2025, this number grows to 86 percent of the coal fleet. This analysis complements existing research into the costs of clean energy undercutting coal costs, by focusing on which coal plants could be replaced locally (within 35 miles of the existing coal plant) at a saving. It suggests local decision-makers should consider plans for a smooth shut-down of these old plants—assessing their options for reliable replacement of that electricity, as well as financial options for communities dependent on those plants. This report should begin a longer conversation about the most cost-effective replacement for coal, which may include combinations of local or remote wind, solar, transmission, storage, and demand response.

Book excerpt: We study the costs of coal-fired electricity in the United States between 1882 and 2006 by decomposing it in terms of the price of coal, transportation costs, energy density, thermal efficiency, plant construction cost, interest rate, and capacity factor. The dominant determinants of costs at present are the price of coal and plant construction cost. The price of coal appears to fluctuate more or less randomly while the construction cost follows long-term trends, decreasing from 1902-1970, increasing from 1970-1990, and leveling off or decreasing a little since then.This leads us to forecast that even without carbon capture and storage, and even under an optimistic scenario in which construction costs resume their previously decreasing trending behavior, the cost of coal-based electricity will drop for a while but eventually be determined by the price of coal, which varies stochastically but shows no long term decreasing trends. Our analysis emphasizes the importance of using long time series and comparing different electricity generation technologies using total costs, rather than costs of single components like capital.

The scenarios were: base case (continue operating the coal-fired facilities within the current regulatory regime); produce all the replacement electricity through gas-fired generation facilities constructed for this purpose alone; produce all replacement electricity through a combination of refurbished nuclear & new gas generation; and continue operating the coal-fired facilities but with new emission control technology. The steps of the analysis included estimation of the capital, operating, maintenance, & fuel costs of each scenario; air quality modelling using projected emission profiles for each scenario; estimation of health & environmental impacts and their corresponding monetary value; and summing the financial costs & monetary health & environmental damages to arrive at the total cost of generation for each scenario. The net benefit for each scenario relative to the base case was calculated by taking the difference in the total cost of generation.
