The purpose of this book is to explore this issue through a series of case studies. Thereafter manifestos became increasingly central to electoral politics and to the practice of governing, and this has been especially the case since 1945. Brexit has complicated this process, with the ‘will of the people’ as supposedly expressed in the 2016 referendum result clashing with the conventional role of the election manifesto as offering a mandate for action.

It shows how the changing shape of the class structure since 1945 has led political parties to change, which has both reduced class voting and increased class non-voting. This argument is developed in three stages. The first is to show that there has been enormous social continuity in class divisions. The authors demonstrate this using extensive evidence on class and educational inequality, perceptions of inequality, identity and awareness, and political attitudes over more than fifty years. The second stage is to show that there has been enormous political change in response to changing class sizes. Party policies, politicians' rhetoric, and the social composition of political elites have radically altered. Parties offer similar policies, appeal less to specific classes, and are populated by people from more similar backgrounds. Simultaneously the mass media have stopped talking about the politics of class. The third stage is to show that these political changes have had three major consequences. First, as Labour and the Conservatives became more similar, class differences in party preferences disappeared. Second, new parties, most notably UKIP, have taken working class voters from the mainstream parties. Third, and most importantly, the lack of choice offered by the mainstream parties has led to a huge increase in class-based abstention from voting. Working class people have become much less likely to vote. In that sense, Britain appears to have followed the US down a path of working class political exclusion, ultimately undermining the representativeness of our democracy. They conclude with a discussion of the Brexit referendum and the role that working class alienation played in its historic outcome.

People learn the habit of voting, or not, based on experience in their first few elections. Elections that do not stimulate high turnout among young adults leave a 'footprint' of low turnout in the age structure of the electorate as many individuals who were new at those elections fail to vote at subsequent elections. Elections that stimulate high turnout leave a high turnout footprint. So a country's turnout history provides a baseline for current turnout that is largely set, except for young adults. This baseline shifts as older generations leave the electorate and as changes in political and institutional circumstances affect the turnout of new generations. Among the changes that have affected turnout in recent years, the lowering of the voting age in most established democracies has been particularly important in creating a low turnout footprint that has grown with each election.

This situation came about because of different aspects of two well-known electoral abuses - malapportionment and gerrymandering - which operate despite the non-partisan redistribution processes involved in defining new constituencies conducted on five occasions by the independent Boundary Commissions during the period studied. With the use of imaginative diagrams, the book examines these processes in detail, illustrating how they operate, and stresses the important role of tactical voting in the production of recent election results.
