Book excerpt: Although the phenomenon of authoritarian elections has been a focal point for the literature on authoritarian institutions for more than a decade, our understanding of the effect of authoritarian elections is still limited. Combining evidence from cross-national studies with studies on selected cases relying on recent field work, this book suggests a solution to the "paradox of authoritarian elections". Rather than focusing on authoritarian elections as a uniform phenomenon, it focuses on the differing conditions under which authoritarian elections occur. It demonstrates that the capacities available to authoritarian rulers shape the effect of elections and high levels of state capacity and control over the economy increase the probability that authoritarian multi-party elections will stabilize the regime. Where these capacities are limited, the regime is more likely to succumb in the face of elections. The findings imply that although multi-party competition and state strength may be important prerequisites for democracy, they can under some circumstances obstruct democratization by preventing the demise of dictatorships. This text will be of key interest to scholars, students and practitioners of democratization, and to those who study autocracy and electoral authoritarianism, as well as comparative politics more broadly.

It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

Drawing on insights from political science and sociology, this book argues that religious parties are typically formed for defensive reasons, reacting against state-builders’ attempts to secularize public services such as education, welfare, and healthcare. Building on these findings, the author argues that the strength of religious parties is determined by the infrastructural power of the state. Weak states that fail to provide adequate public services open up space for religious communities to build a dense network of private schools, hospitals, and charities, which translates into votes for religious political parties. By contrast, strong states that provide efficient public services squeeze out private welfare providers, undermining the electoral strength of religious political parties. The author tests this theory through statistical analysis, using a new dataset on all religious parties which have participated in national parliamentary elections between 1800 and 2015. He includes comparative historical analyses of Roman Catholic political parties in France and Italy and Sunni Islamic political parties in Egypt, Turkey, and Albania. This book will interest students and scholars of religion and politics, specifically those interested in party formation, voting, and political activism, as well as policymakers.

A decade and a half after the democratic transition in the countries of central and eastern Europe, the European Commission for Democracy through Law (Venice Commission) marked its fifteen years of existence by looking back over this period of institutional upheaval. The Warsaw seminar, which inaugurated the work of the Polish chairmanship of the Committee of Ministers of the Council of Europe, viewed these fifteen years of change in the light of constitutional practice. Thus, two basic approaches were adopted: the role of the executive in this practice, and the influence of electoral systems in institutional change. The papers and discussions in Warsaw brought together specialists from very different backgrounds. Marking a convergence between constitutional law and electoral law, this conference retraced fifteen years over which the outlines of powers have gradually taken shape. Depending on the state, the executive has moved towards a presidential, semi-presidential, or parliamentary form of government, with a trend towards the latter two. During this period, electoral systems underwent major changes, sometimes dictated by general interest and sometimes responding to partisan demands.
