Book excerpt: For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

Book excerpt: During the Cold War, U.S. intervention in Latin American politics, economics, and society grew in scope and complexity, with diplomatic legacies evident in today's hemispheric policies. Development became a key form of intervention as government officials and experts from the United States and Latin America believed that development could foster hemispheric solidarity and security. In parts of Latin America, its implementation was especially intricate because recipients of these programs were diverse Indigenous peoples with their own politics, economics, and cultures. Contrary to project planners' expectations, Indigenous beneficiaries were not passive recipients but actively engaged with development interventions and, in the process, redefined racialized ideas about Indigeneity. Sarah Foss illustrates how this process transpired in Cold War Guatemala, spanning democratic revolution, military coups, and genocidal civil war. Drawing on previously unused sources such as oral histories, anthropologists' field notes, military records, municipal and personal archives, and a private photograph collection, Foss analyzes the uses and consequences of development and its relationship to ideas about race from multiple perspectives, emphasizing its historical significance as a form of intervention during the Cold War.

Book excerpt: In the early 1970s, a group of Colombian intellectuals led by the pioneering sociologist Orlando Fals Borda created a research-activist collective called La Rosca de Investigación y Acción Social (Circle of Research and Social Action). Combining sociological and historical research with a firm commitment to grassroots social movements, Fals Borda and his colleagues collaborated with indigenous and peasant organizations throughout Colombia. In Cowards Don’t Make History Joanne Rappaport examines the development of participatory action research on the Caribbean coast, highlighting Fals Borda’s rejection of traditional positivist research frameworks in favor of sharing his own authority as a researcher with peasant activists. Fals Borda and his colleagues inserted themselves as researcher-activists into the activities of the National Association of Peasant Users, coordinated research priorities with its leaders, studied the history of peasant struggles, and, in collaboration with peasant researchers, prepared accessible materials for an organizational readership, thereby transforming research into a political organizing tool. Rappaport shows how the fundamental concepts of participatory action research as they were framed by Fals Borda continue to be relevant to engaged social scientists and other researchers in Latin America and beyond.
