Sie betrachtet die Ursprünge der geschichtlichen Entwicklung der Sozialen Dienste bis in die Gegenwart. Dabei ist wichtig zu benennen, dass sie sich auf das Land Deutschland fokussiert. Mit diesem Fokus wird auf das Spannungsfeld von Hilfe und Kontrolle in den jeweiligen historischen Etappen eingegangen. Wird die Relevanz des Themas betrachtet, kann schnell erkannt werden, dass ohne einen Bezug auf die Geschichte der Sozialen Arbeit und eine Auseinandersetzung mit den Wurzeln, die sich zu einer modernen und professionalisierten Dienstleistung formten, es erschwert, die Gegenwart zu verstehen. Ohne jedoch die Gegenwart zu verstehen, wird der Wunsch eine Zukunft zu formen, kaum ermöglicht. Die Auseinandersetzung mit der Entwicklung der Sozialen Arbeit eröffnet damit die Entstehungsgeschichte zu kennen, die Erkenntnis Werte wahrzunehmen und aus vergangenen Fehlern zu lernen. Das Betrachten des Themas ist für mich als baldiger Sozialarbeiter sehr wichtig und interessant. Es hilft mir zu verstehen, wodurch die heutige Soziale Arbeit entstanden ist und aus der Vergangenheit zu lernen. Auch motiviert es mich, da einzelne Revolutionäre in der Entwicklungsgeschichte einen Unterschied machen konnten und dies stärkt ebenfalls den Wunsch Veränderung bringen zu wollen und zu können. Ich selber bin ehrenamtlich in einer christlichen Organisation tätig und bin dankbar mich mit der Vergangenheit der Sozialen Arbeit beschäftigt zu haben und damit in der Praxis in der Gegenwart mehr Erkenntnisse zu haben, wie ein bestimmter Dienst entstanden ist und aus welchen Fehlern ich lernen darf, um die Zukunft mit zu entwerfen. In Anlehnung an Tholes Ausführungen (2012) auf die „Soziale[n] Dienste: Von der Gesundheits-, Alten-, und Armenfürsorge zur ausdifferenzierten, dienstleistungsorientierten Sozialen Hilfe.“, wurde diese Hausarbeit verfasst. Das Ziel dabei ist einen Überblick über die Grundlagen der Entwicklung der Sozialen Dienste in Deutschland zu geben. Es wird mehr auf einen „roten Faden“ der Geschichte geachtet als auf die Vollständigkeit kleiner Details. .

Lediglich der Umgang durch die Gesellschaft mit diesen und die politische Betrachtung der Entwicklung in der Sozialen Arbeit zeigen auf, wie die Armut und die Notlagen der Menschen immer wieder als Spielball der Gesellschaft, den Staatsführungen und den Kirchen benutzt wurden. In der Rückschau auf die vergangenen 800 Jahre lässt sich herausarbeiten, wie ein Auf und Ab in der Fürsorge und der sozialen Dienste dafür gesorgt haben, dass wir heute eine annähernd menschenrechtlich vertretbare Soziale Arbeit in der Bundesrepublik Deutschland anbieten und praktizieren können. Annähernd menschenrechtlich aus dem Grund des überwiegend praktizierten Doppelmandates und zu geringen Anwendung des Tripelmandates. Es waren und es sind die politischen Entscheidungen sowie die gesellschaftlichen Strukturen, aber auch immer das aktuelle Rechtssystem, mit den damit einhergehenden (inter-)nationalen sowie innenpolitischen Themen für den Umgang mit sozialer Not und für die Entwicklung der Sozialen Arbeit von der Hilfe und Kontrolle bis hin zu einer revolutionären Menschenrechtsprofession relevant. Durch Böhnisch und Lösch wurde in den 70er Jahren des 20. Jahrhunderts der Begriff des Doppelmandates definiert und dadurch ein bis heute viel diskutierter und fachlich ausgereifter Begriff erschaffen, welcher später durch Staub-Bernasconi in der Beschreibung des Triplemandates nochmals erweitert wurde. Meine Fragestellung dazu lautet, ob es für die professionelle Soziale Arbeit ausreichend ist, sich immer nur an das aktuellste Niveau im monetären Sinn und den gesellschaftlichen Vorgaben anzupassen, oder muss eine intensivere Einmischung der Sozialen Arbeit in die Politik und eine Stimme aus wissenschaftlicher Perspektive für die weitere Entwicklung der Sozialen Arbeit in Betracht gezogen werden?

Meiner Meinung nach ist es sinnvoll über die Geschichte der Sozialen Arbeit zum eigentlichen Thema, der gegenwärtigen Diskussion über Hilfe und Kontrolle hinzuführen, da bereits die historische Entwicklung der Fürsorgetätigkeit zeigt, dass Hilfe immer in engem Zusammenhang mit unterschiedlichen Machtverhältnissen und dadurch mit Kontrolle zu verstehen ist. Anschließend soll eine Zusammenfassung des Aufsatzes „Sozialarbeiterisches Alltagshandeln zwischen Hilfe und Kontrolle“ von Siegfried Müller jene Problematik verdeutlichen. Im besonderen soll hier die gesellschaftliche Funktion von Sozialer Arbeit bestimmt werden.

The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. Discard studies is an emerging field that looks at waste and wasting broadly construed. Rather than focusing on waste and trash as the primary objects of study, discard studies looks at wider systems of waste and wasting to explore how some materials, practices, regions, and people are valued or devalued, becoming dominant or disposable. In this book, Max Liboiron and Josh Lepawsky argue that social, political, and economic systems maintain power by discarding certain people, places, and things. They show how the theories and methods of discard studies can be applied in a variety of cases, many of which do not involve waste, trash, or pollution. Liboiron and Lepawsky consider the partiality of knowledge and offer a theory of scale, exploring the myth that most waste is municipal solid waste produced by consumers; discuss peripheries, centers, and power, using content moderation as an example of how dominant systems find ways to discard; and use theories of difference to show that universalism, stereotypes, and inclusion all have politics of discard and even purification—as exemplified in “inclusive” efforts to broaden the Black Lives Matter movement. Finally, they develop a theory of change by considering “wasting well,” outlining techniques, methods, and propositions for a justice-oriented discard studies that keeps power in view.
