Book excerpt: Ten years after the 1994 genocide—in which an estimated 10 percent of the country's population perished—Rwanda's devastated education system is now back on its feet. Classrooms have been repaired and new ones built; teachers who fled the mayhem have been reintegrated into the teaching force; arrears in teacher pay have been cleared up; a Genocide Fund has been created specifically to assist orphans; and, in higher education, the system has been diversified and new arrangements for student finance have been introduced. This success notwithstanding, the task of transforming the rapid recovery into sustained progress over time has only just begun.A priority will be to ensure that all Rwandan children can complete a full course of primary schooling of reasonable quality; and that expansion at the post-primary levels occurs at a pace commensurate with the labor market's capacity to absorb highly educated job seekers. Achieving this will present tough tradeoffs in financing and service delivery, including combining increased funding for primary education with greater reliance on private financing at other levels; sharper targeting of public subsidies for education; and tighter management of classroom processes to improve student flow and student learning throughout the system.'Education in Rwanda' explores the challenges of sustaining educational progress in a fiscally viable fashion as the country makes the transition from post-conflict recovery to long-term development.

This book was released on 2005-11-01 with total page 653 pages. Available in PDF, EPUB and Kindle. Book excerpt: Founded in 1993, the African Yearbook, now published under the auspices of the African Foundation for International Law, is the only scholarly publication devoted exclusively to the study, development, dissemination and wider appreciation of international law in Africa as a whole. Through the scholarly analysis of international legal issues of particular relevance to the African continent, it also contributes to the acceptance of, and respect for the rule of law in intra-African relations, and for the principles of international law in general. Its uniqueness however goes beyond this, for through its special themes and general articles, it has succeeded over the years to serve as an intellectual forum where the development of international law is viewed as being integral to Africa s own development.Through the study and analysis of emerging legal issues of particular relevance to Africa, such as the creation of viable continental institutions capable of promoting unity and security for the peoples of the continent, the effective protection of human rights, the need for accountability for mass killings and massive violations of the rule of law, the promotion of a rule-based democratic culture, the role of African countries in a globalizing world economy and in international trade relations, the Yearbook strives to be responsive to the intellectual needs of African countries in the area of international law, and to the continuing struggle for creating an environment conducive to the rule of law throughout the continent. The Yearbook also provides ready access to the basic documents of African international organizations by regularly publishing the resolutions and decisions of regional and sub-regional organizations as well as the conventions, protocols and declarations adopted by pan-african agencies.

For more than seven decades, UNESCO has been consistently positioning peace as its unwavering core and ultimate goal through promoting international understanding and cooperation in and across its five major sectors of competence in education, natural sciences, culture, communication and information, and social and human sciences. Historical Dictionary of the United Nations Educational, Scientific and Cultural Organization (UNESCO), Second Edition contains a chronology, an introduction, and an extensive bibliography. The dictionary section has more than 700 cross-referenced entries on UNESCO’s initiatives, programs, projects, normative instruments, and partners over the past 76 years. Book excerpt: In 2000 at the World Education Forum, over 160 countries committed themselves to six Education for All (EFA) goals to expand basic educational opportunities for all by 2015, as part of the international community's strategy to reduce global poverty levels. This report focuses on the factors which determine the quality of education, including financial and material resources for schools, staffing resources and training, core subjects and leadership issues. It includes case studies from a number of countries to show how both rich and developing nations are addressing the quality issue, and finds that progress so far is insufficient in several regions of the world to meet the EFA targets. The report goes on to map out key policies for improving the teaching and learning process, especially in low-income countries.
