Book excerpt: This paper makes the case for smart policy development in Central, Eastern and South-Eastern Europe (CESEE). It uses EIB Investment Survey (EIBIS) 2017 results for CESEE cities to outline local infrastructure gaps and demonstrate the productivity and innovation gaps between CESEE cities and other EU cities. It discusses negative demographic trends in Central, Eastern and South-Eastern Europe, and evaluates capital and non-capital regional convergence in CESEE countries. Introducing a Smart Region Index, to allow the identification of gaps in CESEE regions compared with the EU, it also uses EIBIS to provide further conclusions on obstacles to investment for CESEE municipalities and highlights the importance of the use of EU funds.

Book excerpt: CESEE countries lag in terms of infrastructure compared to the EU15, and deficient infrastructure is often cited as a constraint to growth and convergence. Investing in infrastructure is therefore an important long-standing policy issue for the region. In the context of the Covid-19 pandemic, infrastructure investment has also gained some ground as economies look to support activity in the recovery phase once the virus has been contained. Against this backdrop, this project seeks to benchmark infrastructure in CESEE, assess the macro impact of higher infrastructure investment, and discuss policies issues to maximize such impact. First, we benchmark infrastructure in the region versus the EU15, across various infrastructure sectors and using different methodologies. Second, deploying empirical estimates and model-based simulations, we analyze the macroeconomic impact of boosting infrastructure investment. Third, we present an in-depth analysis of policy issues: enhancing public investment management, managing fiscal risks, and mobilizing private sector participation.

Book excerpt: The Europe Union's massive efforts to rebuild after the coronavirus pandemic present a unique opportunity to transform its economy, making it more green and digital – and ultimately more competitive. The Investment Report 2020-2021 looks at the toll the pandemic took on European firms' investment and future plans, as well as their efforts to meet the demands of climate change and the digital revolution. The report's analysis is based on a unique set of databases and data from a survey of 12 500 firms conducted in the summer of 2020, in the midst of the COVID-19 crisis. While providing a snapshot of the heavy toll the pandemic took on some forms of investment, the report also offers hope by pointing out the economic areas in which Europe remains strong, such as technologies that combine green and digital innovation.

It also explores countries that are candidates for future EU membership. The speed of convergence of significant groups of low- and medium-income countries has never been as fast globally as it is today. Contributions by lead researchers of the area explore whether these countries are converging faster than their fundamentals and global trends would suggest because of EU membership, with its much tighter institutional and political anchorage

Growth has firmed up in many European economies and the forecast is for more of the same. Real GDP increased by 2.8 percent in 2017, up from 1.8 percent in 2016. The expansion is largely driven by domestic demand, with investment increasingly contributing. Credit growth has finally picked up, which is helping Europe’s banks to rebuild profitability. While leading indicators have recently begun to ease, they remain at high levels. Accordingly, the forecast is for growth to stay strong, reaching 2.6 percent in 2018 and 2.2 percent in 2019. Amid the good times, however, fiscal adjustment and structural reforms efforts are flagging.

Available in PDF, EPUB and Kindle. Book excerpt: The EIB Investment Report is the bank's flagship research report, aiming to deepen our understanding of investment and investment financing in the EU. It presents and analyses the 2017 release of the EIB Investment Survey (EIBIS) of businesses in the EU, which also includes a Europe-wide survey of municipal authorities. Following a theme of "From recovery to sustainable growth", it describes how the investment recovery in Europe continues to strengthen and become more broad-based, across countries, sectors and asset classes. Business investment is being driven by the improving outlook and efforts to keep pace with competitors, but there is still need to improve business environment. This investment recovery is generally supported by good financing conditions for firms, but deleveraging remains a drag. EU firms continue to be net savers overall, suggesting that many firms are unwilling to invest despite a liquid financial position. Nonetheless, with the improving economy there also emerge structural investment needs in innovation, skills, infrastructure and sustainability. The EU continues to fall behind global peers in terms of R&D spending, while other types of intangibles – software, training, organisational capital, etc. – prove to be just as important. Business environment has to improve further. Persistent financial fragmentation across the EU could slow convergence and reduce capacity to absorb shocks. This report indicates that there is a window of opportunity to address structural investment needs through both public and private investment, with targeted policy intervention to ease specific constraints.

Book excerpt: Europe’s banking system is weighed down by high levels of non-performing loans (NPLs), which are holding down credit growth and economic activity. This discussion note uses a new survey of European country authorities and banks to examine the structural obstacles that discourage banks from addressing their problem loans. A three pillared strategy is advocated to remedy the situation, comprising: (i) tightened supervisory policies, (ii) insolvency reforms, and (iii) the development of distressed debt markets.

Book excerpt: The Investment Report, issued annually by the European Investment Bank, provides a comprehensive overview and analysis of investment and the financing of investment in the European Union. The report provides critical inputs to policy debates on the need for public action on investment, and on the types of intervention that can have the greatest impact. This year's report addresses a moment of economic recovery in which investment growth, overall, is strong, but downside risks to the economic outlook are rising. It identifies many ways in which current investment is still structurally inadequate, given the legacy effects of the recent crisis and the great challenges that lie ahead. There is an urgent need to re-tool Europe, from its infrastructure and innovation ecosystem, through to its businesses and workers, to enhance prosperity and social cohesion.

Book excerpt: What is Europe? A continent fragmented through the centuries by wars, border conflicts and cultural diversity. As Europeans, we do not have a common language or a common history, but we do have common roots, needs and ambitions. These similarities led us to fulfil what at the end of the Second World War could have been called a “reasonable utopia” -- the European Union. The Spanish writer Javier Cercas investigates Europe and Europeans, our past, the conflicts, the ideologies and the people who forged Europe as we know it today. Though no final answer to all the questions can be found, the conclusion seems inevitable: Europe will be unified, naturally, sooner or later, despite all the hostility. This is the eleventh essay in the Big Ideas series created by the European Investment Bank. The EIB has invited international thought leaders to write about the most important issues of the day. These essays are a reminder that we need new thinking to protect the environment, promote equality and improve people's lives around the globe.

Available in PDF, EPUB and Kindle. Book excerpt: This Handbook provides a thorough discussion of the most recent wave of technological (and organisational) innovations, frequently called “smart” and based on the digitisation of information. The acronym stands for "Self-Monitoring, Analysis and Reporting Technology". This new wave is one in a row of waves that have shaken up and transformed the economy, society and culture since the first Industrial Revolution and have left a huge impact on how we live, think, communicate and work: they have deeply affected the socioeconomic metabolism from within and humankind’s footprint on our planet. The Handbook analyses the origins of the current wave, its roots in earlier ones and its path-dependent nature; its current forms and actual manifestations; its multifarious impact on economy and society; and it puts forward some guesstimates regarding the probable directions of its further development. In short, the Handbook studies the past, the present and the future of smart technologies and digitalisation. This cutting-edge reference will appeal to a broad audience, including but not limited to, researchers from various disciplines with a focus on technological innovation and their impact on the socioeconomic system; students across different fields but especially from economics, social sciences and law studying questions related to radical technological change and its consequences, as well as professionals around the globe interested in the debate of smart technologies and socioeconomic transformation, from a multi- and interdisciplinary perspective.
