Book excerpt: Presents a variety of policy suggestions designed to improve the efficiency of water use in California. The author advocates integrated management of surface and ground reservoirs, which would result in the development of significant amounts of new water and might delay the need for new and expensive reservoir facilities. As weather forecasting technology becomes more reliable, conjunctive management becomes even more economically attractive.

Available in PDF, EPUB and Kindle. Book excerpt: California’s water is at the center of an intense economic and political struggle. A balance between supply and demand must be reached, but it is far from certain that all Californians will get as much water as they want at a price they feel is right. Competition for California Water presents essential information on key issues, including: Costs: What would be the yields and what would be the costs, in dollars as well as less tangible values, of developing new sources of water? Cost-sharing: How much of the cost of water development and distribution should be borne by the general public, and how much by water users and other beneficiaries? Environmental protection: To what extent should environmental values be protected? Conservation: To what extent can the need for new water development be offset by conservation and more efficient use of water? Institutional reform: Can changes in the laws and institutions of California produce a more efficient system of water supply and management? Agriculture: How much increase in cost and/or loss of water can California agriculture bear and still remain competitive? Thirty-one experts on all aspects of this topic project alternative futures for California’s water supply. Written in nontechnical language, Competition for California Water is an invaluable source of information for Californians concerned with the future of their state. This book was released on 2008 with total page 89 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Evaluating the cost-effectiveness of water-efficiency programs can be difficult, because not all the benefits are easily quantified. This report presents an economic framework based on two tools from the California Urban Water Conservation Council to estimate the avoided costs and environmental benefits of an agency's efficiency programs. The report evaluates the benefits of Denver Water efficiency programs and uses an exploratory modeling approach to accommodate the significant uncertainty in such estimations. The results of this study suggest that the inclusion of long-run avoided costs and environmental benefits is critical to fully recognizing the value of water-use efficiency programs. The authors find that evaluating only the short-run avoided costs leads to the conclusion that many water-efficiency projects already a part of Denver Water's 10-year conservation plan are not cost-effective. When long-run avoided costs and environmental and recreational benefits were factored in, all but two Denver Water programs were estimated to be cost-effective. The timing of projected water savings from efficiency programs is also critical. Water savings from programs that concentrate savings during summer months, when water is scarcer, should be valued higher than saving from programs that lead to more uniform water savings throughout the year, because these water savings reduce peak water needs." -- publisher's website.
