This report analyzes recent trends in public social spending in Central America from 2007 to 2014, conducts international benchmarking, examines measures of the effectiveness and efficiency of social spending, and discusses the quality of selected institutions influencing this spending. We examine total social spending, as well as detailing its four components: public spending on the education, health, and social protection and labor (SPL) sectors. In analyzing public social spending, the report addresses three crucial policy issues: (a) how to improve the coverage and redistributional incidence of public social spending; (b) how to enhance the effectiveness and efficiency of public social spending; and (c) how to strengthen the institutions governing public spending in the social sector. While based heavily on a series of recent analytical social spending studies in six countries in the subregion—Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama—this report also takes a broader regional perspective and includes some comparisons to countries in other regions.

The results suggest that social protection spending should aim to improve redistribution through better targeting the most vulnerable while more effective education and active labor market policies should aim to create more equal opportunities and income prospects. In some areas more fiscal resources are needed. But social spending alone cannot reduce inequality, and efforts also should be directed toward making the labor market more inclusive.

To form such an indicator in the article is an example of the development model for the most commonly used criterion of the volume of social expenditure, namely the ratio of the amount of social payments and payroll. The definition of this ratio proposed to carry out in several stages, including the analysis of the relationship of indicators of economic activity of the enterprise and its social spending.The above article analysis indicates a relationship between the amount of social payments, labor productivity and the amount of profit per employee. This is supported by a graphical display of these indicators with: the dynamics of change in absolute values, the dynamics of change in tempo indicators in relation to the first year of the study and performance of tempo changes the dynamics relative to the previous year. This relationship indicates the presence of a variation in efficiency of social spending. In turn, the volume of social spending can be varied by the choice between the social services and private social sector without reducing the social impact on workers.

Even though coverage of education and health remains almost universal in basic education, and so is access to healthcare services, worrying signs in social sector indicators suggest a decline in the efficiency of social spending. The report addresses three key issues, namely, a) Who are the poor and vulnerable groups in Costa Rica? b) What has been the impact of social spending on programs that aim to improve the welfare of the poor? and c) Which are the improvements required, and how can government spending be used more effectively to reach the poor and reduce poverty? In response to these questions, the report presents an in-depth, multi-dimensional analysis of poverty, examines the effectiveness of government policies, and social sector spending on the poor, and, uses the empirical findings to identify options and priorities for improving social sector spending and reducing poverty in the future. Recommendations emphasize improving the institutional framework, coordinating the implementation of social programs, as well as increasing flexibility in programs so as to be more responsive to the needs of the poor.
