Book excerpt: Passing maneuvers by drivers on rural two-lane highways consist of many potential crash risks. These maneuvers by drivers are made up of complex decisions such as: judging the speed of the approaching vehicle, interpreting the speed of the oncoming vehicle, and managing travel speed and location while in the opposing lane. When this passing maneuver is influenced by roadway geometric conditions such as horizontal curvature, passing decisions become more complicated as sight distance may be restricted, increasing potential crash risks. This research conducted a laboratory experiment evaluating effects of horizontal curvatures on passing maneuvers. A driving simulator at the University of Idaho was used to develop a virtual scenario of three real-world highway sections in Alaska which currently experiences high crash rates. Twenty-four participant drivers were tested using this virtual scenario. The results suggest the left-hand orientation curves and right-hand orientation curves did not have significant difference in passing maneuvers on these real-world sections. The passing maneuvers were mostly affected by radius of the curves.

Book excerpt: In recent years, context-sensitive highway design has been promoted to ensure that designers consider the environmental, scenic, aesthetic, historic, community, and preservation aspects of the road. Context-sensitive design may lead to situations where the current design standards cannot be met because of restricting local conditions. Indiana has road sections designed and built some time ago. In a considerable number of roads with the statutory limit of 55 mph (90 km/h), the road geometry does not meet the current standards. At individual intersections and on curves, advisory speeds are posted together with warning signs. Although this solution increases the safety of road users and allows for traveling at reasonably high speeds outside of these segments, the final solution is to upgrade their geometry to the desirable level. This report presents models that predict user-selected percentile free-flow speeds on two-lane rural and four-lane rural and suburban highways. The percentile speeds are computed as a linear combination of the mean speed and the standard deviation in panel data models with random effects. The developed percentile speed models involve more design variables than typical speed models, and separate the mean speed factors from the speed dispersion factors. These benefits ease the model interpretation and its use in highway design. The study results should help designers bring the predicted speed to the desired speed as close as possible given the budget constraints. Engineering judgment can then be applied to balance safety and construction cost in highway improvement projects.

Substantial research has focused on various speed metrics, such as operating speeds and the posted speed limit, and their relationship to safety, such as crash frequency and crash severity. Crash severity is the safety measure most often linked to measures of speed and is based on dissipation of kinetic energy. However, many aspects of the relationships between speed metrics and crash frequency and risk have yet to be studied in depth, so a complete understanding of speeding-related crashes is unknown. Design speeds are used to establish geometric design criteria, and operating speed results from the geometric design process. Posted speed limits may be established based on operating speeds or by statute. When posted speed limits are inconsistent with design or operating speeds, road safety performance may be affected. A more complete understanding of the relationship between safety performance and operating speeds, posted speed limits, and design speeds may produce rational speed limits and lead to improved safety performance on roadways.This research combined real-time vehicle probe speed data, roadway inventory data, and crash data to assess crash risk and crash frequency.This thesis first determined the risk of a crash on two-lane rural highways based on operating speed metrics, differences between speed metrics, and traffic volume data. Results from the crash risk analysis indicate that operating speeds in 1-minute and 5-minute averages improve the statistical fit and prediction of binary logistic regression models. Higher traffic volumes and operating speeds higher than either the road average speed or road reference speed were associated with increased crash risk. Whereas, variations in travel speeds between vehicles were associated with decreased crash risk. This thesis also analyzed the frequency of crashes on horizontal curve segments of two-lane rural roadways using operating speed data, differences among speed metrics, traffic volume data, roadway inventory data, and crash data. Negative binomial regression models improve the statistical fit and prediction of crash frequency models compared to random-effects negative binomial regression. Generally, increases in the differences between operating speed and road average speed and the differences between operating speed and inferred design were associated with an increase in crash frequency. Increases in the differences between inferred design speed and posted speed limit were also associated with an expected increase in crash frequency; however, increases in the operating speed variance and in the difference between operating speeds and posted speed limit were associated with an expected decrease in crash frequency.
