Book excerpt: Following the seminal writing of James Coleman (1988), a number of scholars have suggested that inequality in child and adolescent development reflects differences in social capital among families from different backgrounds (e.g., Sampson, Morenoff, & Earls, 1999; Crosnoe, 2004; Kao, 2004). By "social capital," Coleman referred to relations of trust and shared expectations in a social network of children, parents, and educators. A key marker of social capital is "intergenerational closure," that is, whether the parents of children in a friendship relation have a relationship themselves, so that social ties link parents as well as their children. Questions about social capital are especially salient for Latino families. Several studies have noted that a sense of isolation from school systems often perceived by Latino families is a key barrier to the school success of Latino children (Stanton-Salazar, 2001; Valenzuela, 1999). Efforts to test for social capital effects have largely been stymied by problems of endogeneity and unobserved heterogeneity (Mouw, 2006). Does social capital promote child development, or do positive relations emerge among parents and between families and schools when children are thriving in school? The best way to test for causal effects would be to randomly allocate persons to social networks, but that is not feasible. Instead the authors' approach is to randomly assign schools to an intervention that is designed to promote social capital among families and between families and schools. Because of their interest in Latino families, they selected two communities with large Latino populations: Phoenix and San Antonio. To manipulate social capital, the authors employed a widely used intervention, Families and Schools Together (FAST). FAST is a scientifically tested program designed to develop relations of trust and shared expectations among parents, teachers, and children (McDonald, 2002; McDonald et al., 1997; McDonald et al., 1991; McDonald & Frey, 1999). Findings are as follows: (1) Assignment to FAST led to intensified parent-parent and parent-school social networks in Phoenix, where school-level effect sizes on four measures ranged from 0.09 to 0.35. (2) Assignment to FAST did not have this effect in San Antonio; effect sizes are close to zero except in the case of the number of staff respondents would feel comfortable approaching, where the effect size is -0.19. (3) FAST effects on child outcomes across cities mirror those on parents: in Phoenix, children in FAST schools exhibited fewer behavior problems and more prosocial behavior than those in control schools, whereas this pattern is not evident in San Antonio except in the case of parent-reported peer problems, which follows the expected result. In general, outcome differences between FAST and control schools are more pronounced in teacher reports than in parent reports. This may reflect a response bias among teachers, who were not blind to condition, or it may reflect differences in FAST effects on behavior in the school as compared with the home setting. The possible mediating role of social capital, and of FAST effects among those who attended FAST sessions, will be examined when data from both cohorts are available and results will be included in the conference paper. Economic differences account for some of the gaps, but the social isolation of Hispanic families also serves as a barrier to children's success. Whereas Hispanic families tend to have strong kinship networks, their social ties often do not encompass the school and other authority systems. As a result, Hispanic families may have less access to "social capital," that is, relations of trust and shared expectations that foster the flow of relevant information and support social norms that contribute to children's academic and social development. To study the role of social capital in child development, we embarked on a school-randomized trial in two cities with large Hispanic populations: San Antonio, Texas, and Phoenix, Arizona. In this paper, we report on first-year data from what will be a three-year longitudinal study, including 24 of an eventual 52 schools and about 1300 of what will be a sample of over 3000 children. We aimed to manipulate social capital through an intervention called Families and Schools Together (FAST), a multi-family after-school program that enhances relations among families, between parents and schools, and between parents and children through a sequence of structured activities over 8 weekly sessions. In the first year, 12 schools were randomly assigned to participate in FAST, and 12 served as controls. Data come from district administrative records, surveys of parents prior to FAST, and surveys of parents and teachers immediately after FAST. Surveys prior to FAST confirm that Hispanic parents have less extensive parent-school networks compared to non-Hispanic Whites. Comparisons of school means on post-FAST surveys indicate that parents in FAST schools experience more extensive social networks than those in control schools, but the differences are much more apparent in Phoenix than in San Antonio. Similarly, a pattern of better behavioral outcomes for children in FAST schools is evident in Phoenix but not San Antonio. Individual-level comparisons suggest that for some outcomes, effects may be larger for non-Hispanic Whites than for Hispanics, which would undermine potential contributions to reducing inequality. Social factors "external" to the appropriate business of science have a major impact in the social studies researchers’ historical case studies. In addition, analyses indicate that studies of scientific paradigms are basically a struggle for political power rather than reflecting reliable epistemic merit. Theoretically eclectic, they rely on the personality and social structure framework developed by Melvin Kohn and his colleagues, on arguments regarding the importance of family social capital developed by James Coleman, as well as on ideas from Gary Becker's "new home economics" as guides to model specification. The empirical basis for Parcel and Menaghan's study is a series of multivariate analyses using data drawn from the 1986 and 1988 waves of the National Longitudinal Survey's Child-Mother data set. This data set matches longitudinal data on mothers, derived from the National Longitudinal Survey of Youth, with data on the children of these mothers born as of 1986. Children aged 3 to 6 were given age-appropriate developmental assessments every two years in order to assess the influence of parental work on short-term changes in their cognition and social behavior. The authors also devote considerable attention to the effects of fathers' work and family structure on the well-being of their children. Parcel and Menaghan's work brings evidence to bear on both the theoretical perspectives guiding the analyses and on current policy debates regarding the nexus of work and family.
