A Field Operational Test (FOT) funded by MnDOT used the Teen Driver Support System (TDSS) smartphone application to collect real-time driving performance data from a cohort of approximately 300 teen drivers, recruited in early 2013, who were monitored over a 12-month period after licensure. Study results showed the TDSS application’s success in reducing instances of speeding for the two groups that received feedback, compared to teens who received no coaching or parental involvement, was influential in reducing kinematic driving events, e.g., hard braking. This five-year follow-up investigation of the long-term outcomes of the TDSS FOT cohort aimed to determine the frequency of state-recorded traffic citations and crashes along with these drivers’ self-reported driving behaviors and attitudes. Of the original cohort, 251 agreed to be contacted for future studies and 150 were successfully recruited into the follow-up study. A re-examination of the FOT risky driving distributions divided into tertiles (low, moderate, high) found overdispersion of control group teens in the high risky tertiles compared to the two TDSS intervention groups, particularly for speeding-related behaviors and texting. The tertile risk level of early risky driving (e.g., speeding, hard braking) was found to significantly predict long-term safety outcomes for traffic violations/tickets. However, the sample size for crashes among the over sample was too small to determine if the mediating effect of the TDSS on early risky driving resulted in long-term reductions in crashes.

Factors that contribute to teen drivers’ risk include their lack of experience and their tendency to engage in unsafe behaviors such as speeding, driving aggressively, or using a cell phone while behind the wheel. To help teen drivers stay safe on the road, we developed the Teen Driver Support System (TDSS), a smartphone-based system that provides real-time, in-vehicle feedback to teens about their risky behaviors--and reports the behaviors to parents via text message if teens don’t heed the system’s warnings. The TDSS provides geographically specific, real-time feedback to a teen driver at the time unsafe driving behavior occurs so that behaviors can be immediately corrected. This report documents a 12-month field operational test of the system involving 300 newly licensed teens driving on Minnesota roads. The test included a control group that received no feedback, a treatment group that received only TDSS in-vehicle feedback, and a second treatment group that received both TDSS in-vehicle and TDSS parental notifications. Research results indicate an overall safety benefit of TDSS, demonstrating that in-vehicle monitoring and driver alerts, coupled with parental notifications, is a meaningful intervention to reduce the frequency of risky driving behaviors that are correlated with novice teen driver crashes. In particular, the system was shown to be an effective strategy for reducing excessive speeds when used with parental feedback and potentially even without parental involvement.

A Teen Driver Support System (TDSS) was developed by the ITS Institute that can allow parents to accurately monitor their teen's driving behavior in relation to known risk factors and Graduated Driver Licensing (GDL) provisions. The TDSS, based on a teen's smart phone, provides real-time, contextual in-vehicle feedback to the teen about his or her driving behavior and helps parents monitor certain known risk factors. The system does not allow incoming or outgoing phone calls (except 911) or texting while driving. Feedback to the teen driver includes visual and auditory warnings about speeding, excessive maneuvers (e.g., hard braking, cornering), and stop sign violations. The TDSS prototype also monitors seat belt use and detects the presence of passengers (e.g., based on GDL provisions), two known factors that increase the risk of fatalities among teen drivers. The TDSS can also be programmed to monitor driving during the GDL curfew or a curfew set by parents. A usability review of the prototype TDSS using 30 parent-teen dyads from Washington Country, MN, found that teens and parents held favorable opinions about most of the TDSS functions. Teens and parents both felt that use of the system early in licensure may result in the adoption of safer driving habits even after the system is removed from the vehicle. Several recommendations to improve the system's usability are made based on the results.

A descriptive epidemiological study examining a census of all teen drivers in Nebraska (151,880 teens, 48.6% girls, 51.4% boys) during an eight year period from 2003 - 2010 was conducted. The driver education cohort had significantly fewer crashes, injury or fatal crashes, violations, and alcohol-related violations than the certification log cohort in both years one and two of driving following receipt of the POP. Hierarchical logistic regression was conducted, controlling for gender, race/ethnicity, median household income, urban-rural residence, and age receiving the POP. In both year one and two of driving, teens in the certification log cohort had higher odds of a crash, injury or fatal crash, violation, or alcohol-related violation. Findings support that relative to a supervised driving certification log approach, teens taking driver education are less likely to be involved in crashes or to receive a traffic violation during their first two years of driving in an intermediate stage in a graduated driver licensing system. Because teen crash and fatality rates are highest at ages 16 and 17, these reductions are especially meaningful. Driver education appears to make a difference in teen traffic outcomes at a time when risk is highest" (page 2).

This increased risk may result from distractions that young passengers create for drivers. Alternatively, the presence of passengers may increase the likelihood of teenage drivers engaging in explicitly risky behaviors, for example, by actively encouraging drivers to take risks. A better understanding of how transporting peers contributes to young driver increased crash risk will help develop strategies to reduce this risk. NHTSA analyzed data collected through an earlier naturalistic driving study (Goodwin, Foss, Margolis, & Waller, 2010). Over a 6-month study period, event-based data recorders collected 24,085 driving clips, of which 4,466 were selected for analysis. The sample included 52 drivers: 38 newly licensed teens and 14 high-school-age siblings. Risky driving behaviors by teenage drivers were more common while they were driving in the presence of teenage peers. Teenage drivers were two-and-a-half times more likely to engage in one or more potentially risky behaviors when driving with one teenage peer compared to when driving alone. When driving with multiple teenage peers the likelihood increased to 3 times. Some of the mechanisms commonly thought to explain the increased crash risk when carrying passengers were rare, such as instances of deliberate encouragement for the drivers to take risks. Rather, helpful statements on the part of passengers were 10 times more common than statements encouraging risk-taking behavior. These findings suggest the mere presence of peers may have influenced risky driving behaviors more than deliberate encouragement. Several potential distractions were common when teenage peers were present. Loud conversation was 5 times more likely and horseplay was 9 times more likely with multiple teenage passengers in the vehicle compared to when a parent/adult was present. Other distractions, such as loud music and electronic device use, were less common in the presence of passengers. This study had several limitations. First, teens may have changed their driving behavior because of the presence of the data recorders. Second, the sample was small, included a disproportionate percentage of females, and was overrepresented by families with higher-level educations and higher incomes. These sample characteristics suggest caution in generalizing the findings to teenage drivers broadly.

This project builds upon an effective peer-to-peer outreach effort in Texas entitled Teens in the Driver Seat (TDS), the nation's first peer-to-peer driving safety program run by teens for teens. This program is based on the idea that teens will pay more attention to ideas that are presented by their peers than to those that come from adults. The peer-to-peer traffic safety campaign program empowers high school students to create methods of outreach to their peers. The implementation of this project followed that of the TDS high school program developed by the Texas Transportation Institute, and was assessed using a case-control experimental design across two urban and two rural Montana high schools that included approximately 2,700 students. Results did show some early success in improving teens awareness of the most dangerous risk factors for teen drivers. Moreover, the program was found to be effective in reaching even those teens in the schools that were not affiliated with the program. These results were more prominent in the rural group than the urban group. However, self-reported driving behaviors did not reflect this change (except for an increase in seatbelt usage). Urban teens reported being influenced most by their peers, closely followed by a parent, whereas rural teens reported being nearly equally influenced by their peers and a parent. Another key finding was that the effectiveness of certain types of peer-to-peer media, such as posters, differed by school size.

Book excerpt: Teen drivers ages 16 to 20 have the highest fatality rate of any age group in the United States. As a result, states have increasingly adopted laws to limit teen driving exposure, such as Graduated Driver Licensing (GDL) systems, which consist of three stages: a learner's permit allowing driving only under supervision; intermediate licensure allowing unsupervised driving with restrictions; and full licensure. The National Highway Traffic Safety Administration (NHTSA), within the Department of Transportation (DOT), supports state teen driver safety programs by researching teen driver safety issues, working to limit teens' access to alcohol, promoting seat belt use, and encouraging states to implement GDL systems. This requested report identifies (1) key GDL system requirements and the extent to which state programs include these requirements; and (2) challenges states face to improve teen driver safety and how states and NHTSA have addressed the challenges. Government Accountability Office (GAO) examined state GDL systems, visited six states, and interviewed federal and state traffic safety officials and other experts. GAO recommends that NHTSA conduct additional research on teen driver safety requirements such as entry age, passenger and nighttime driving restrictions, and driver education to help identify the optimum provisions of GDL systems. DOT officials reviewed a draft of this report and concurred with our recommendation. Appended are: (1) Objectives, Scope, and Methodology; (2) Recommended GDL Requirements; (3) Requirements of a GDL System and State Driver Safety Provisions; and (4) GAO Contact and Staff Acknowledgments.
