For both of these periods, a statistical review of collected data did not indicate a significant impact on driver merging actions when the DMS messaging was activated as compared to free flow conditions with no messaging. Collection of relevant project data proved to be problematic for several reasons. In addition to personnel safety issues associated with the placement and retrieval of counting devices on a high speed roadway, unsatisfactory equipment performance and insufficient congestion to activate the DMS messaging hampered efforts. A review of the data that was collected revealed different results taken by the tube counters compared to the older model plate counters.

This was accomplished by investigating practices of state departments of transportation, identifying the problems associated with traffic control for night work zones, and identifying potential strategies to resolve them. Reduced visibility, driver impairment or inattention, inadequate lighting, and difficulty in maintaining traffic control devices are common problems identified with night work zones based on surveys of state departments of transportation and residencies within the Virginia Department of Transportation. Having police present, making workers more visible, using drums in the taper, maintaining traffic control devices, and providing adequate lighting were common solutions. Based on the review of work zones, traffic control for night work zones is generally adequate. Common problem areas were properly establishing work zones based in accordance with the Virginia Work Area Protection Manual, maintaining the traffic control devices, and properly aiming and aligning lighting to avoid glare. Although there is a perception that night work zones are less safe than daytime work zones, evidence to substantiate this perception, such as higher accident rates, was not available because of a lack of accurate traffic exposure data. Based on a limited amount of data, there was no evidence of the perceived higher speeds at night.

Book excerpt: This synthesis presents a review of the current practices associated with the techniques and policies employed by state and local transportation agencies to address the many project development issues required for the reconstruction of existing urban and suburban freeways and expressways. This topic is of special interest because there is a need to reconstruct many highway facilities that have been in existence for over 40 years. The need arises both from the deterioration of the infrastructure and from changes in capacity requirements. This synthesis will be of interest to state and local highway design engineers, traffic engineers, finance and contracting specialists, and contracting personnel in these agencies. It will also be of interest to consultants who are engaged in freeway/expressway reconstruction projects. While many of the project development methodologies in practice for reconstruction of urban and suburban freeways and expressways are similar to those used for new construction, there are unique differences that apply primarily to the reconstruction of major urban highway facilities. This report of the Transportation Research Board highlights the similarities and differences in the planning and management of projects as well as in contracting and financing innovations. Methods for effectively managing traffic during the reconstruction process are important to the process, as are traffic control procedures in the work zone. Public participation and public information dissemination related to traffic changes are vitally important to the effective completion of a reconstruction project. Other aspects, such as the design process, including the use of 3-D and 4-D visualization, pavement renewal procedures, environmental impact mitigation and enhancement activities, that are considered in the process are also addressed.
