Book excerpt: This report presents & discusses findings of a study designed to address two large questions: do helicopter patrols have a deterrent effect on the crime rate in patrolled areas, and does having a police helicopter increase the operational effectiveness of police. The study was carried out in London, Ontario, and used a pre-test & post-test design with matched comparison areas where, within each pair, the experimental (helicopter patrolled) & comparison (not patrolled) areas were chosen randomly. Efficiency & effectiveness were evaluated by comparing a variety of outcome indices such as police officer minutes per call, apprehensions, and first on the scene. Further documentation is presented by citing from police logs the contributions made by the police helicopter to various types of occurrences. Surveys were also conducted of citizens and of police officers involved. Results regarding crime deterrence, operational effectiveness & efficiency, and costs versus benefits are presented following a literature review of police helicopter patrol studies and description of the London police helicopter program & the experimental evaluation methodology.

Book excerpt: For nearly two years, helicopter patrols have been in operation in Pasadena; and their use has shown a steadily increasing involvement in the apprehension of criminals. However, the effectiveness of the operations has been seriously limited by the lack of a full support facility within the city limits of Pasadena. Continuing efforts to improve the capability by making a greater number of patrol hours available have been largely unsuccessful. The need for a Pasadena Police heliport is critical. This report is intended as a documentary of background information related to helicopter operations, as well as specific data obtained in recent months relative to heliport sites evaluation. This report has been prepared to provide background data and to make available some basic information concerning the Pasadena Police helicopter operations. The intention is to re-introduce the concept itself, elaborate on the implementation of the program, and review the goals and objectives originally established to make the program effective and efficient. Some understanding on basic helicopter performance and limitations is necessary. Proficiency differences among three different circumstances are shown concerning base operations and refueling, both outside and within the city limits. The material presented will give the needed information to select a suitable site for the entire helicopter operation support facility within the city limits.
