Book excerpt: Using new, rich data on a representative sample of British workers, we examine the relationship between joint consultation systems at the workplace and employee satisfaction, accounting for possible interactions with union and management-led high-commitment strategies. We focus on non-union employee representation at the workplace, in the form of joint consultative committees (JCCs), and the potential moderating effects of union representation and high-involvement human resource (HIHR) practices.Our findings suggest a re-evaluation of the role that JCCs play in the subjective well-being of workers even after controlling for unions and HIHR policies. There is no evidence in our estimates of negative interaction effects (i.e., that unions or HIHR negatively influence the functioning of JCCs with respect to employee satisfaction) or full mediation (i.e., that unions or HIHR are substitutes for JCCs when it comes to improving self-reported worker well-being).If anything, there is a significant and positive three-way moderating effect when JCCs are interacted with union representation and high-involvement management. This is the first time - to the authors' knowledge - that comprehensive measures of subjective employee well-being have been estimated with respect to the presence of a JCC at the workplace, whilst controlling for workplace institutions that are themselves designed to involve and communicate with workers.

Book excerpt: This thesis investigates Joint Consultative Committees' (JCCs) effectiveness perceptions among its participants and the role of trust and justice on these perceptions. A two-year mixed-methods longitudinal study of JCC participants in two organizations (a Housing Association and a Professional Services firm) was carried out. Results from statistical analysis highlight a positive significant relationship between trust, justice and JCC outcomes (JCC performance, JCC usefulness, Partnership and outcome satisfaction). Moreover, industrial relations climate is found to moderate the relationship between justice and JCC performance, JCC usefulness and partnership; and the relationship between trust and partnership. Findings from the qualitative analysis of the two cases illustrate that employee and management representatives rely on different elements of trustworthiness to assess the other party. Furthermore, different dimensions of justice are shown to be more salient in different stages of the JCC's operation. Specifically, during the early stages of the JCC process (pre-voice history, design, preparations, and first meeting) employee representatives relied on ability, benevolence and integrity and procedural and interactional justice to form expectations about the JCC's role. During the last stage of the JCC process (subsequent meetings), employee representatives relied more on their evaluation of management's integrity and 'sharing and delegating control', distributive and procedural justice when forming their trust and justice perceptions. Management, on the other hand, relied heavily throughout the process on employee representatives' ability and less so on their integrity and benevolence. It is also demonstrated that management were not substantially concerned with justice dimensions. Additionally, expectations about the JCC's purpose and the degree of risk the Decision Making Teams (DMTs) are willing to take when deciding whether or not to consult with the JCC are found to be influential. This thesis proposes several future directions for JCC research and practical implications for practitioners are discussed in light of the importance of trust and justice in forming JCC effectiveness perceptions.

Book excerpt: The practice of consultation between senior managers and employee representatives has a long history in British employment relations yet has often been overshadowed by discussions on collective bargaining. In the last few decades, the importance of consultation has been elevated by two main trends: the decline in trade union membership and the retreat from collective bargaining in the private sector on the one hand, with the result that consultation may be the only form of collective employee voice available; and the programme of legislative support for consultation by the European Union since the 1970s on the other. The book charts the meaning and development of consultation in the twentieth century and explores the justifications for the practice. It shows how EU intervention to promote consultation evolved and changed, paying particular attention to the adoption of the Information and Consultation of Employees (ICE) Regulations, which became fully operational in enterprises with 50 or more employees in 2008. Analysing the half-hearted response to EU consultation initiatives by the social partners in Britain, it provides a critical assessment of successive UK governments' handling of the issue. Drawing on the authors' empirical research in twenty-five organizations, the book closely examines the take-up and impact of consultation regulations, and explores the processes involved in effective consultation. Consultation at Work looks at the dynamics of consultation and draws a contrast between 'active' consultation of the type envisaged by the EU, and more limited consultation used as a means of communication. Discussing the UK experience in comparative perspectives, it asks what has to happen for the take-up of consultation to improve and suggests the changes that should be made to the EU Directive and UK ICE Regulations.
