The book has grown gradually out of the early attempts of the writer to organize the methods of teaching upon a rational basis. Lacking such a basis of organization, the task of equipping candidates for educational service with the experience that the preceding generations of teachers had accumulated seemed well-nigh hopeless. Lacking such a system, also, the adequate evaluation of new methods and new tendencies could not be satisfactorily accomplished. The terminology developed in the following chapters has proved helpful to the writer in his own classroom work. It is hoped that it may prove suggestive to others, and it is for this reason that it is presented. The time is perhaps not yet ripe for a final statement of educational functions; this must await the satisfactory development of the science of psychology, especially in the field of the higher thought-processes and in the field of the emotions. The recent investigations in these two fields, however, seem to warrant at the present time a tentative restatement of educational doctrine. The time will never be ripe for a final statement of educational values, for values vary with the varying conceptions of the end of education. Comparatively few are aware of the close re lation between education and the production of wealth, and probably fewer still understand fully the extent to which the wealth and the wealth-producing power of any people depend on the quantity and quality of education. The people themselves and their representa tives in tax-levying bodies need to be shown that no other form of investment yields so large dividends in material wealth as do invest ments in popular education, and that comparative poverty is not to be pleaded as a reason for withholding the means of education, but rather as a reason for supplying them in larger proportion. To assist in this I recommend that the manuscript herewith transmitted be published as a bulletin of the Bureau of Education. The manu script has been prepared at my request by Dr. A. Caswell Ellis, pro fessor of the philosophy of education in the University of Texas. It is my purpose to transmit later, also for publication as a bulletin of this bureau, a manuscript by Dr. Ellis showing more specifically the direct and indirect relation of higher education to the production of wealth and to industrial development. Consequently those aspects only of mental development and of education which directly concern those who train the young have received attention; all strictly technical and speculative discussion has been avoided. No attempt has been made to treat comprehensively the psychology of childhood and youth or educational values and methods. Two questions have guided the discussion throughout; - first, How does the individual normally respond at different periods in his development to the typical situations, physical, intellectual, aesthetic and social, in which he is placed; and second, How can he best appropriate the materials and benefits of education so that he can utilize them to greatest advantage in daily life? The point of view is that afforded by present-day biological psychology. For those who may not at first glance see just what this point of view is, it may be said that one who regards human nature from the standpoint of biological psychology seeks to explain the behavior of a child or a youth on the basis of natural laws governing the development of his body, his intellect and his character. It is seen that the individual is at birth equipped with tendencies which represent some of the activities which have proved of service in the life of his ancestors, and these tendencies are manifested in varying degrees and forms in the course of development from birth to maturity.
