Book excerpt: This book discusses national school policy reforms in a number of key European countries and shows how these are framed in transnational collaborations that meet with national particularities and contestations. It gives an overview of school policy developments that represents the diversity of Europe within a comparative framework. It takes point of departure in the fact that European countries in their school and education policies have been increasingly aligning with each other, mostly via transnational collaborations, the OECD, EU, and the Bologna Process. Even the IEA has been instrumental to motivate alignments by means of influential surveys, knowledge production and methodological development. This alignment in terms of common standards, social technologies, qualification frameworks and so forth have aimed at facilitating mobility of students, workers, business and so forth as well as fostering a European identity among citizens from Europe’s patchwork of small and medium-size countries, representing a patchwork of different languages, cultures and societal contexts. In national recontextualizations, however, alignments have been continuously contested according to the particularities of what has been possible educationally and politically in the different national contexts. Furthermore, the return of national(isms) as well as the rise of edubusiness and digitalization have been increasingly influential. This book thus concludes that increasing transnational alignments have to be observed with meticulous attention to different national contexts that matter greatly.

As a consequence, theories and models have been developed which are aimed at conceptualising this new reality along the lines of an ‘institutionalised’ World Culture. This offers a new understanding of the worldwide diffusion of specifically modern – i.e. mainly Western – rules, ideologies and organisational patterns, and of attendant harmonisation and standardisation of fields of social action. World Culture theories have not gone unchallenged. Rather, cross-cultural studies have revealed much more complex processes of regional fragmentation and (re-)diversification; of the refraction, appropriation, and hybridisation, through distinct socio-cultural conditioning, of world-level models and ideas; and of the ongoing effectiveness both of structural path-dependencies and of specifically cultural aspects such as collective memories, social meanings, and religious (or ideological) belief systems. Comparative research has thus highlighted an intricate simultaneity of contrary currents: of the increasing world-level interconnection of communication and exchange relations on the one hand, and, on the other, the persistence of context-specific interpretations, translations, and deviation-generating re-contextualisations of world-level forces and challenges. This research provides the theoretical problematique that animates this volume. The chapters explore the conceptual tools and explanatory power of theories and models which do not just oppose or reject World Culture theory, but are instead suited to complementing and differentiating it. The volume offers an enlightening conceptualisation of the intricate interaction of global processes with local agency, and of world-level forces with the self-evolutionary potentials inherent in specific contexts, socio-cultural structures, and distinctive meanings constellations. Some standards advocates attach a testing mechanism to gauge the extent to which high standards are actually accomplished. On the other hand, some critics view the push for standards and testing as precisely what ails American education. They view testing generally as an impediment to reform, an antiquated technology that reflects an antiquated view of teaching, learning, and social organization, and perpetuates inequality. At the same time, the testing profession has produced advances in the format, accuracy, dependability, and utility of tests. Never before has obtaining such an abundance of accurate and useful information about student learning been possible.
