Book excerpt: For many maltreated youth between the ages of eight and fourteen, challenges associated with the family environment and entry into foster care placement compromises their ability to function and learn. Though prior research indicates that the educational attainment of foster youth is poor, negative performance is reported as though it is a unitary phenomenon among foster students, overlooking population heterogeneity. While collectively foster youth may have increased risk due to maltreatment and removal from home, correlates including educational risks prior to entry, child welfare case characteristics, and residential and school changes may be associated with differences in foster youth academic performance trajectories. Performance levels on the California Standards Test in English language arts and math are followed longitudinally for four years for first-time entries to foster care from two California counties between school years 2003 and 2006. In addition to an all foster youth sample, foster youth are matched closely to students in the general population by Propensity Score Matching on key educational risks and performance level the year prior to foster care entry. Covariates include achievement gap variables such as ethnicity, disability, and English language learner status in addition to six child welfare case characteristics and five time sensitive residential and school change factors. Group-based analysis and multinomial logistic regression are used to determine the number and type of distinct academic performance trajectories and to examine whether group membership is associated with out of home placement, education risk factors, and child welfare case characteristics. As variance within academic performance is indicated by six distinct English language arts and five math academic performance trajectories, findings support the current research approach to explore heterogeneity with educationally vulnerable populations. Analyses indicate that foster youth and comparison student academic performance trajectories in English and math are similar which suggests that educational vulnerability for foster youth is related to characteristics that exist prior to placement in out of home care. These findings are echoed in the foster youth sample, where pre-placement educational risks are more salient predictors of negative trajectories than experiences associated with foster care placement. For some foster youth, residential and school changes lead to decreased adjustment and academic performance. In particular, poor English academic trajectories are associated with same year normative school transitions and entrance into foster care. Overall, lower performing trajectory groups are defined by an increased number of education risks present at entry and residential and school changes in the first year of placement. Group-based analysis can be an important statistical method for both child welfare and education personnel. Youth entering out of home placement or those identified as at-risk are not homogenous groups. Rather, there are meaningful subgroups within these populations that follow distinctive educational trajectories. By identifying clusters or groups of student trajectories, profiles of characteristics within and among groups can aid in uncovering educational strengths and challenges and lead to policies and practices which support improved academic trajectories for vulnerable youth.

Book excerpt: Foster youth in the K-12 setting consistently perform below most student subgroups due to high rates of school transfer and psychological problems from abuse or neglect. They were largely invisible to K-12 practitioners until 2013, when California became the first state to legislate the tracking of foster student performance. Although educators are accustomed to evidence-based decision-making practices as required under federal law, foster youth present a unique set of challenges - high mobility rates impact information sharing, and foster youth require a broad set of stakeholders to inform decision-making, including social workers, psychologists and educational rights holders. This dissertation research explored the first-year implementation of foster youth accountability legislation in the 80 school districts within Los Angeles County. Using a sequential mixed-methods descriptive approach, this study sought answers to four research questions: (a) How do K-12 districts support the educational success of foster youth?; (b) What evidence do K-12 district leaders use to guide decision-making for foster youth?; (c) How do K-12 district leaders value this evidence?; and (d) What are the organizational conditions that influence data-informed decision-making regarding foster youth in K-12 districts? A content analysis of Local Control Accountability Plans from all 80 school districts within Los Angeles County revealed low implementation of strategies to address the needs of foster youth. Moreover, actions and metrics articulated in the plans did not fully align with the needs of foster youth identified in the literature. A subsequent survey of 49 foster youth liaisons from across the county, along with 10 follow-up structured interviews, provided practitioner insight into the challenges of implementing foster youth policy. Recommendations for policy-makers and practitioners include: (a) centralizing foster youth data for easier access by decision-makers; (b) aligning actions and metrics of accountability plans to research-based needs of foster youth; (c) building capacity among K-12 practitioners through training; (d) establishing regional professional networks for district staff serving foster youth; (e) increasing participation of foster youth experts in decision-making; (f) streamlining information sharing through a foster youth learning plan template; and (g) establishing mandated structures for the coordination of services.

Therefore, it is critical that the child welfare, K-12, and higher education systems encourage and support the postsecondary educational aspirations of court wards. When the state makes the decision to remove a child from his/her biological home, it bears the responsibility to provide the educational guidance as well as assistance otherwise provided by families during the transition from high school to college. This dissertation explores the educational outcomes of older youth in care by first looking at the perception of high school aged foster youth in identifying the barriers and pathways they face in graduating from high school and accessing college and then will investigate persistence in post-secondary education for a sample of foster care alumni who are enrolled at a four-year college. The first study investigates the barriers and pathways high school and college-aged foster care youth face in completeing high school and in transitioning from high school to college using action research strategies, which are based on an empowerment theoretical framework. The second study follows a cohort of students who were able to successfully enroll in a four-year university and tracks persistence in their post-secondary education program using two logistic regression models. The final study takes a look at the same cohort of university enrolled students, but tracks time varying indicators including persistence to graduation and academic achievement of the students throughout their post-secondary journey through the use of discrete time hazard models. Paper two aims to address whether having a placement history in the foster care system predicts dropping out, controlling for gender and race. Paper three examines the issue of college persistence by using an event history analysis to model relative risk of graduation from college over time. Study three also includes an additional time varying covariate, academic performance (GPA), and examines whether academic achievement predicts time to graduation. Although each paper is independent, they are connected by the common theme of college access and persistence of young people who have aged out of the foster care system. The benefit to the author of the three-paper method is that the task of submitting the findings of the study for publication is eased as the dissertation contains three stand-alone articles. A drawback for the reader of the three-paper method is that there is redundancy in reading the same sections in each paper. The reader is encouraged to keep in mind that some information may be redundant when read as a whole document.

Book excerpt: Children in care (e.g., foster care) are at risk of a variety of negative developmental outcomes. Of particular concern are their often poor academic outcomes. Indeed, children in care often have below grade-level performance on math and reading, increased rates of school drop out, and learning disabilities. Despite these difficulties, relatively little research has been conducted to try to ameliorate the problem. The present thesis, consisting of three independent randomized controlled trials (RCTs), sought to address the need for improved educational outcomes for children in care. The first RCT was an evaluation of a one-on-one tutoring program, TutorBright. Children in care were randomized to either a tutoring group or a waitlist control group and assessed on their math and reading skills, as well as on other educationally relevant domains (executive functioning, behaviour, and caregiver involvement in school-related activities), pre and post test. ANCOVA via multiple regression revealed that the children in care that had received tutoring, compared to the waitlist control group, made significantly greater gains in reading comprehension (Hedges' g = 0.34), reading fluency (g = 0.16), and math calculation (g = 0.39). Moreover, executive functioning and self-reported symptoms of PTSD (for older children) were significant moderators of the effects of tutoring. No significant spill-over effects of tutoring were found. The second RCT, building upon previous RCTs by Flynn et al. (2012) and Harper and Schmidt (2016), evaluated whether a shorter version (i.e., 15 weeks) of a one-on-one Direct Instruction tutoring program, Teach Your Children Well (TYCW), was as effective as a longer version of TYCW (i.e., 25 weeks) on improving the math and reading skills for children in care. ANCOVA via multiple regression did not reveal any significant group differences in academic performance for any of the WJ-III subtests. Collapsing across the two intervention conditions, follow-up paired samples t-tests revealed significant improvement in Letter-Word Identification (Cohen's d = 0.22), Reading Fluency (d = 0.36), Calculation (d = 0.38), Math Fluency (d = 0.47), Applied Problems (d = 0.30), and Broad Reading (d = 0.30) and Broad Math (d = 0.40) composite scores, suggesting that the 15-week and 25-week TYCW programs were equally effective in improving math and reading skills. Moreover, an attribute-treatment interaction analysis revealed that children with higher executive functioning benefited more from the shorter tutoring dosage for Calculation. The third RCT was a small pilot study that aimed to assess whether working-memory training (WMT) can enhance: 1) working memory capacity, in the short and longer term (i.e., immediately following the completion of WMT and 6-months later), 2) symptoms of Attention Deficit Hyperactivity Disorder (i.e., inattention, hyperactivity, and executive functioning) in the short and longer term, and, 3) math and reading skills at 6-months post WMT. The findings from this study suggested that WMT can improve verbal working memory (g = 0.35) as well as visuo-spatial short-term memory (g = 1.10) in the shorter term but not in the longer term. Moreover, WMT did not have a significant impact on improving symptoms of ADHD or math and reading skills. Together, the results of this dissertation indicate that the math and reading skills of children in care can be improved via tutoring. The findings highlight the importance of providing children in care with effective academic supports in order to help them reach their full potential.

Data for this study were taken from a sub-set of youth who participated in the Foster Youth Project at the University of Illinois. Findings from the study suggest that the educational attainments of youth discharged from foster care are influenced by factors similar to their peers in the general population. Age at the time of interview and educational aspirations contributed most to the educational outcomes of project youth. Other factors affecting education included college preparatory track in high school, involvement in community organizations, and participation in independent living programs. Race and gender differences were found for the groups as well. White youth were found to have higher attainments than non-whites. Females were also found to have better educational outcomes than males. Closer examinations suggest that different factors affect the educational attainments of youth from different race and gender groups. Findings from the qualitative portion of this study may offer insights into the educational aspirations of the former foster youth who participated in this project. Youth who had either graduated from high school or went on to college had more positive experiences while in foster care. These youth further described relationships with at least one individual that influenced their life. Findings from this study suggest that several programmatic changes are needed. First, independent living programs must place more emphasis on the education of youth preparing for emancipation form foster care. Second, foster parents, and others these youth come into contact with while in care, must work to raise the educational aspirations of the foster youth in their care. Finally, programs specifically focused on education should be implemented for the entire foster care population.

As a result, an achievement gap has developed between foster youth and their peers in California's K-12 system, placing foster youth among the lowest performing students in the state (Barrat & Berliner, 2013). In recognition of the distinct challenges foster students face, California recently became the first state in the nation to identify them as a distinct student group for the purposes of K-12 funding and accountability. Under the Local Control Funding Formula, implemented in 2013, the state provides school districts supplemental funds for students with greater educational needs, including foster youth (EdSource, n.d.). However, the educational supports that foster youth need are not yet well known, and many districts are struggling to create appropriate services, teaching strategies or interventions that will help improve the academic performance of this particularly vulnerable student group. This exploratory research was developed to help inform the conversation about foster youth success, by assessing possible factors that helped former foster youth achieve an important benchmark: enrolling in college. In this study, 33 former foster youth at two Northern California State University (CSU) institutions were surveyed about the factors they believe helped them beat the odds and successfully matriculate into higher education. These factors include social support, participation in the community and noncognitive strengths, such as perseverance. The results of the survey indicate that these youth rely on a number of supports to help them matriculate into higher education. Of the assessed factors, respondents identified their 'personal strength' as the most important in helping them succeed at enrolling in college, indicating the key role that noncognitive factors may have for this population. Social support was also identified as important. In particular, students perceived social support as creating a 'college-going' culture where students saw higher education as a possibility and were provided the emotional social support that helped them enroll. These findings could help provide a foundation for further research among the academic and educational communities about which factors will best support the academic needs and noncognitive growth of foster youth in California.

The law allows children to remain in their "school of origin" when they are placed in foster care, even if the foster home is in a different town. Prior to 2010, New Jersey's school residency laws prohibited that from happening. The intent was to minimize the disruption foster children experience, giving them the continuity of remaining in a familiar school with friends, teachers and other school staff they know. Foster youth, in general, struggle more in school than other children. Having educational stability can help improve their academic success. Advocates for Children of New Jersey (ACNJ) conducted a survey of child welfare stakeholders to learn how the implementation of the law was affecting children. The survey found that most respondents believed that the law has helped reduce school disruptions for children in placement and has benefitted children's academic performance, physical and mental health, and relations with friends. The foster home's distance from the child's original school was the most common reason cited why children changed schools. Most survey respondents reported that the process for deciding whether a child should remain in the home school was working fairly well. However, they did identify ongoing issues, including difficulty arranging transportation and communications issues. This brief report summarizes the findings from the study and provides key recommendations for the Division of Child Protection and Permanency (DCPP) and family courts.

The purpose of the present study is to identify key skills and to develop an instrument that can be used to assess competence among Massachusetts foster parents in parenting skills that have been identified in the literature to underlie academic engagement. This research is based on the idea that foster parents have the potential to contribute positively to youth engagement and success in school if they are trained to implement parenting practices that support youth development in ways that improve school performance. While foster parent training is required in several states, extant research suggests that there is limited benefit of the most commonly adopted training curricula (Dorsey et al., 2008; Festinger and Baker, 2013). No surveys to date specifically evaluate foster parents' preparedness to meet the unique developmental and educational needs of youth in foster care. This instrument was informed through a comprehensive synthesis of literature on foster parent training outcomes and an analysis of the Massachusetts Approaches to Partnerships in Parenting (MAPP; Department of Children and Families, 2001) curriculum. Through these analyses, six domains of parenting skills emerged: building relationships with youth, empathy towards youth, educational process and role, developmentally appropriate expectations, behavior management, and social-emotional development. The instrument was then refined through an iterative process that was informed by a focus group with expert foster parents and cognitive interviews with foster parents. Findings from the focus group were used to explore the relevance of the underlying constructs. The cognitive interviewing led to the refinement of the questions based on foster parents' feedback on the appropriateness and clarity of the content. The resultant measure is intended for use improving foster parent training content and pedagogy, to ensure foster parents' preparedness to parent in ways that set the stage for educational attainment and success in adulthood, and in future research on long-term outcomes for youth in foster care.

This study used an anonymous online survey that examined the social workers' abilities to provide services that will enhance academic achievement amongst foster youth by examining their knowledge, skills and self-efficacy when working with foster youth and their education services. Data from approximately 68 social workers currently working at the Lancaster and Palmdale DCFS offices helped establish a baseline of where social workers currently are in providing educational services to foster youth and helped identify areas of improvement. The results indicated that social workers are implanting best practices (identified by research) "sometimes". While social workers feel confident while working with foster youth and their educational needs, they over all, still feel they can benefit from more training and understanding of the education system. Implications of the research suggest that social workers would benefit from further training to help social worker gain a better understanding of the education system in order to effectively encourage foster youth educational achievement and transition to post-secondary education.
