Book excerpt: Public debt pressures due to the global economic crisis in several countries have impacted higher education, compelling governments to curtail the funding of higher education institutions (HEIs). Various instruments have been proposed as a platform for the private sector to channel funding to HEIs. This book introduces readers to the issues surrounding the financing of HEIs, especially public universities, which are dependent on government budgets. It discusses the sources of funding for HEIs, focusing on philanthropic instruments through endowment and waqf funds. Since both forms of income are obtained via contributions from third parties, such as alumni, individuals, business corporations etc., it is essential that they are managed in such a way to ensure their sustainability and that their benefits can be accessed without interruption. It explains the theory of successful endowment and waqf at HEIs, namely appropriate investment planning, superior investment committees, highly skilled investment managers, alumni networks, diversity of income sources and effective fundraising. These elements have been studied empirically in this book through case studies of several selected Malaysian public universities. The book considers policy implications and offers recommendations of strategies that Universities can adopt, such as the appointment of fund managers. No specific guidelines currently exist for appointing fund managers to enable universities to invest in assets such as bonds, equities, and property. Therefore, the book encourages universities to grow the endowment and waqf funds through proper investment strategies executed by professional fund managers. The book contributes new knowledge to scholars, students and researchers, as well as informing university administrators how to collect, manage and invest funds from endowment and waqf.

Available in PDF, EPUB and Kindle. Book excerpt: Much of the twentieth century saw broad political support for public funding of American higher education. Liberals supported public investment because it encouraged social equity, conservatives because it promoted economic development. Recently, however, the politics of higher education have become more contentious. Conservatives advocate deep cuts in public financing; liberals want to expand enrollment and increase diversity. Some public universities have embraced privatization, while federal aid for students increasingly emphasizes middle-class affordability over universal access. In Public Funding of Higher Education, scholars and practitioners address the complexities of this new climate and its impact on policy and political advocacy at the federal, state, and institutional levels. Rethinking traditional rationales for public financing, contributors to this volume offer alternatives for policymakers, administrators, faculty, students, and researchers struggling with this difficult practical dynamic. Comparing the models by which higher education is funded in the United States and seven other countries, developed and developing, the chapters of this textbook help identify effective financial strategies to meet fast-evolving demands. How can each nation and each institution achieve the right balance between quality and quantity, access and equity, need-based and merit-based aid, government funding and private endowments? In these nine chapters, case studies discuss the different approaches being taken and the varying results produced. This handbook on the finance of higher education is essential reading for college administrators, policy-makers and graduate programs in higher education administration.

Book excerpt: This ambitious book grows out of the realization that a convergence of economic, demographic, and political forces in the early twenty-first century requires a fundamental reexamination of the financing of American higher education. The authors identify and address basic issues and trends that cut across the sectors of higher education, focusing on such questions as how much higher education the country needs for individual opportunity and for economic viability in the future; how responsibility for paying for it is currently allocated; and how financing higher education should be addressed in the future.

Book excerpt: This paper develops a public education scheme that takes uncertainty aspects of private educational investments explicitly into account. In the author’s framework, the social merits of public education schemes are related to the lack of markets in which students can insure against educational risks. A case is made for tuition fees that depend on the expected returns of investments in education. The consideration of uncertainty provides a neglected link between educational choice, resource endowment, and productivity growth, which may serve to redefine the public role of education financing.

Book excerpt: Examines the universal phenomenon of cost-sharing in higher education -- where financial responsibility shifts from governments and taxpayers to students and families. Growing costs for education far outpace public revenue streams that once supported it. Even with financial aid and scholarships defraying some of these costs, students are responsible for a greater share of the cost of higher education. Shows how economically diverse countries all face similar cost-sharing challenges. While cost-sharing is both politically and ideologically debated, it is imperative to implement it for the financial health of colleges and universities From publisher description.

Available in PDF, EPUB and Kindle. Book excerpt: The financing of higher education is undergoing great change in many countries around the world. In recent years many countries are moving from a system where the costs of funding higher education are shouldered primarily by taxpayers, through government subsidies, to one where students pay a larger share of the costs. There are a number of factors driving these trends, including: A push for massification of higher education, in the recognition that additional revenue streams are required above and beyond those funds available from governments in order to achieve higher participation rates Macroeconomic factors, which lead to constraints on overall government revenues Political factors, which manifest in demands for funding of over services, thus restricting the funding available for higher (tertiary) education A concern that the returns to higher education accrue primarily to the individual, rather than to society, and thus students should bear more of the burden of paying for it This volume will help to contribute to an understanding of how these trends occur in various countries and regions around the world, and the impact they have on higher education institutions, students, and society as a whole. With contributions for the UK, USA, South Africa and China this vital new book gives a truly global picture of the rapidly changing situation

It attempts to determine the desirability of, and to recommend appropriate methods for, aid to college teachers for this purpose. The recommendations take into account the financial problem of educating faculty children, while acknowledging the importance of further study, in light of the wide extension of "fringe benefits" in all areas of American society. Faculty parents can make use of the information in this report in their own planning for their children's college education.

Book excerpt: The underlying theory of cost-sharing as well as the description of its worldwide reach were developed from 1986 through 2006 mainly by the works of Johnstone and his Ford Foundation financed International Higher Education Finance and Accessibility Project at the State University of New York at Buffalo. The principal papers from this project are reproduced in this volume. They examine the worldwide shift in the burden of higher education costs from governments and taxpayers to parents and students, and the policies of grants, loans and other governmental interventions designed to maintain higher educational accessibility in the face of this shift.
