It seeks to place Chinese educational policies within the broader social context of Chinese development and modernisation imperatives by analysing issues germane to specific educational structures and sectors. At the same time, it attempts to inform the reader of larger policy issues which affect the educational system as a whole and speak to more global concerns: the nature of Chinese student activism, gender inequality, rural-urban disparities, educational inequality, the influences of market forces, and the growth of professionalism.

By effectively breaking through the boundaries between countries and disciplines, it presents new theories, techniques and methods for contemporary education policy, and illustrates the educational policies and educational reform practices that various countries have introduced to meet the challenges of continuous change. Based on an analysis of the nature of education policy and education reform, this volume focuses on education reform and the concept of education quality. Adopting a historical and comparative perspective, it examines the dialectical relationship between education policy and education reform in various countries, assesses theoretical and practical issues in the process of moving from regulation to multiple governance in contemporary education administration, and explores the impact of globalization on national education reform and the interdependence between countries. In addition, it presents studies addressing educational policy research methodology from multiple perspectives. Highlighting the changes in national education macro policies, this volume comprehensively reveals the complex relationship between contemporary education reform and social change, and explores the links between contemporary social, political and economic systems and educational policy research and practice, offering a holistic portrait of macro trends in contemporary education reform.

Available in PDF, EPUB and Kindle. Book excerpt: In 2000, the “Western Development” plan of the Chinese Mainland attracted attention of educators and policy makers. Around that period, the Chinese government also launched large scale and systemic curriculum reforms in basic education and secondary education in achieving quality education across the vast country. Despite significant progress that has been made in educational investments and attainments in China, issues of quality and regional disparities across China remain, especially in the less developed, western part of China where the significance of ethnic diversity, urban-rural disparity and variations in school development exists. In addition, there have been entrenched problems of teacher and teaching quality, resources inadequacy and ‘left-behind’ children. Written by a group of Chinese and international scholars, the book provides an updated analysis and discussion of educational development and related issues in the less developed part of Western China. These chapters cover broad contextual issues of educational development and reforms, issues of quality and equality in different sectors of education, as well as curriculum implementation, teaching innovations and professional development of teachers.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985. China is currently making a massive effort to educate its workforce in a formal and structured system. A good deal has been written about China’s attempts, since 1949, to eradicate illiteracy and to universalise primary and secondary school education but the subject of this book is an educational system established to meet the needs of those already employed whether in government, industry or agriculture. Two study teams, sponsored by the lnternational Council for Adult Education, visited China in 1981 to explore this educational phenomenon. Their findings, updated by subsequent ICAE visits and enriched by further reading, form the basis of this book. This is the story of the Chinese experience of developing adult education. It will be valuable to those involved in extending education in the industrialised world who are pursuing modernisation goals for people long excluded from the formal education system.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, the authors pursue quantitative, qualitative and mixed methods approaches, conducting hundreds of large-scale surveys and in-depth interviews in 679 schools, 67 counties and 13 provinces throughout China. They also conducted longitudinal case studies in five municipalities and provinces to better reflect education reform and development in different education levels or sectors. The authors used national statistical data from the 1970s to 2013, as well as a wealth of first-hand documents and data from different levels of educational departments in schools, counties, municipals and provinces and “grass-roots” input from 253 teachers, principals, education administrators and students. The authors applied SEM, HLM, GCM, and many other statistic techniques and qualitative methods to analyse the data and materials in order to explore correlations between development and reform, internal and external factors in educational reforms, as well as strategies for resolving core issues. Their findings indicate that institutional reforms concerning financial investments, allocation of teaching resources, allocation of facilities, curricula design systems, and political, economic, social system reforms all contribute to the development of different levels and types of education in different modes and to different extents. Topics of particular interest include five case studies conducted in five different municipalities and provinces that showcase the nation’s education reform and development in a specific model and on the basis of substantial data. Further, milestone events regarding educational reform and development that have taken place in China since 2013 are examined. As a unique feature, the book also includes 353 diagrams and tables on the development and reform of education in China, offering extensive and up-to-date information on a part of the world that often remains difficult to access. The book provides an expansive and in-depth examination of the nation’s education reform and development, from its historical roots to the present, and combining official and “grass-roots” standpoints. It will help readers to understand why and how Chinese education could lead students to win in international comparisons like PISA while at the same time often being the target of scathing criticism, as well as how the nation is now working to provide a better education to serve the world’s largest population.
