Book excerpt: This technical report describes the educational response to COVID-19 in Spain during the 2020-2021 academic year. The study focused on compulsory education and it was designed as a qualitative research with a sample of 34 participants, including school leaders, teachers, families and students from different types of schools and regions in Spain. The main conclusions describe an uncertain start of the school year, but gradually, the choice of face-to-face teaching as the main instruction mode revealed successful in general terms. However, some problems appeared concerning students with special needs, relevant changes in teaching methodology and about the use of blended learning in Secondary Education, which is considered to have been quite problematic or even unsuccessful. On the positive side, a deep revision of the curriculum by schools and teachers, and the reduced ratio of students per teacher to keep interpersonal distance, may have compensated the difficulties during this academic year. This report also includes a Spanish version of the research results in its annex.

The first part presents the observations of three educators from other European countries ("The Examiners' Report"). Part 2 is a "Record of the Review Meeting" held in Paris in December of 1985 10 months after the examiners' visit to Spain. Questions of the examiners and other attendees are addressed to the Spanish delegation (of 10 members) and partly based on the "Summary of the Background Report." The latter forms part 3 of this document, a publication of the Center for Educational Research and Documentation, Madrid (1985). The Review Meeting Report includes a brief by the Spanish Minister of Education and Science on legislative and other educational reforms underway in Spain. Subsequent discussion deals with many concerns. Questions of determining priorities are raised between capital expenditure and teacher training, both preservice and inservice. While decentralization is desirable, caution must be exercised to avoid inequalities of resources and educational opportunities between various regions. The quality of education and the reduction of the high dropout rate is the overriding concern of the reforms at the lower secondary level. At the upper secondary level the report criticizes the out-of-date curriculum for upper-ability students and low esteem and lack of resources for vocational students. The advantages of a comprehensive education and training system are discussed. Of major concern are the effects of rapid enrollment increases at teaching training institutions and the high drop-out rate in the initial years of study for prospective teachers. Ways and means of increasing the graduation success rate while enhancing the universities' research role are considered. (KWL)

Key issues in the ongoing debate include: students’ outcomes and participation in the regional Caribbean Secondary Examinations (CSEC); teacher recruitment and retention; teacher training and continuing professional development (upgrading); and parental involvement. These issues point to leadership at various levels, whether in its exercise or in its influence, and are examined within and across national and regional education systems. Particular attention is given to debates around improving outcomes for students, teacher development and the role of the principal in leading school improvement. A source of debate about practice of school leadership in the Caribbean surrounds the issue of gender. Where are men in teaching? Where are men in leadership positions and positions of responsibility? Unlike in some countries where, for example, men tend to hold more leadership positions than women, especially at the secondary phase of education, in the Caribbean this is not the case: there are more female teachers at every level and more female teachers occupy leadership positions at every level. Within this book, gendered leadership as practised and enacted in the Caribbean is examined from religious, social, historical and political positions, pointing to a clear political dichotomy. There is no unitary definition of what can count as school leadership in the Caribbean, despite clear similarities of practices and approaches. What this volume argues, however, is that within the Caribbean region there are many similarities of experience for the practice and exercise of school leadership which draw on a common framework of teacher training, a common language and a common socio-political history that existed well before the formation of CARICOM through British colonisation. This book does not dwell on the period of British colonisation but discusses the extent to which this period in Caribbean history has influenced the practice of school leadership today, most notably in areas such as curricular and teacher training models. Education in emergency situations, such teaching and learning in severe weather conditions such as hurricanes, is also spotlighted. As a whole, the themes in this edited volume proffer an evidence-based approach to contemporary issues in school leadership in the Caribbean and extend the current literature in the field.
