Book excerpt: Excerpt from The Silk Industry and Trade: A Study in the Economic Organization of the Export Trade of Kashmir and Indian Silks, With Special Reference to Their Utilization in the British and French Markets The present volume is intended to be an elementary introduction to my Economics of the Silk Industry. It embodies the results of an inquiry into the organization of the export trade of Kashmir and Indian silks, with special reference to their utilization in Great Britain and France. In undertaking this work, my principal object was to discover the exact requirements of the silk market and to present a general analysis of the facts to the interested parties. In doing this, I have pointed out a new source of supply for the consumer of raw silk and a new outlet for the producer. If India's resources of silk are to be developed on a commercial scale, they must find an outlet. The results of personal investigations outlined in this work clearly show what this outlet ought to be. The inquiry was conducted mainly on commercial and economic lines, and covered nearly all the principal silk centres in this country and in France. It is gratifying to note that everywhere my investigations met with success, and almost all the manufacturers, merchants and brokers showed great interest in the subject. I take this opportunity of expressing my thanks to all who helped me in my investigations. I am particularly obliged to Professor Lefroy, whose perfect knowledge of the Indian silk industry I used in formulating the lines of my inquiry. In recent years, a few books have been written on the technical growth of silk-manufacturing and silk-spinning, but these do not contain any reference to the influence of particular economic laws on the evolution of the silk industry. Whatever information is available is of a fragmentary character, and is generally contained in the reports of the various commissions appointed, from time to time, to consider the position of the silk-manufacturing industry in this country. Moreover, no attempt has so far been made to present the economic case of the silk industry in a connected form, that is from the production of cocoons to the manufacturing of silk fabrics and other goods made from raw silk. The object of the present book is to give an economic picture of the whole of the silk industry, and to solve the problems connected with it in the spirit of scientific research. On the one hand, the increasing consumption of raw silk in the principal manufacturing countries of the world demands a careful economic survey of the existing sources of supply, and, on the other, the growing pressure of international competition in the production of silk fabrics attracts attention. It is therefore important that a link should be established between the production and the consumption of the raw material by considering the silk-producing and the silk-manufacturing industries conjointly. This book examines the silk-processing activities of the English East India Company in Bengal and presents the Company as a manufacturer rather than a trading body or political agent. Silk was one of the first globally traded commodities; its luxury status and potential to create tax revenues and employ the poor gave it a strategic importance in many economies in Eurasia. The silk industry was also an important sector in Britain; yet, as raw silk could notbe produced domestically, the British government encouraged companies to source supplies from its colonies and the territories under its influence. Such projects proved to be challenging; the most successful was the English EastIndia Company's venture in Bengal, where the Company invested over 1 million into developing raw silk production to meet the demands of British weavers. A key component was the transfer of silk technologies from the West to the East - one of the first in this direction rather than vice versa. The outcome of this enterprise was influenced by the business and management capacities of the Company and by British and, eventually, imperial policies, with serious consequences for the Indian economy. The book ultimately presents a case of manufacturing failure, but one resulting from British imperial policies rather than colonial economies.
