Book excerpt: Household economic well-being can be gauged by the financial resources (income/wealth) available to the household or by the standard of living enjoyed by household members (consumption). Based on responses to an annual Agricultural Resource Management Survey (ARMS), the Dept. of Agriculture has long published estimates of farm household income and wealth. This report presents, for the first time, estimates of consumption-based measures of well-being for farm households based on new questions in ARMS. The consumption measure provides a different perspective from income or wealth on farm households¿ well-being relative to that of all U.S. households. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: This study compares the economic well-being of farm and nonfarm households using data from the Agricultural Resource Management Survey and the Survey of Consumer Finances. Comparisons are made in terms of income and wealth using parametric and nonparametric tests, regression analyses, and inequality measures. The results show that the economic well-being of households differs based on their degree of involvement in business activities and their life-cycle stages. The main conclusion is that the income of rural residence and intermediate farms is comparable to that of wage-earning nonfarm households, while commercial farms are similar in well-being to nonfarm households with businesses.

Book excerpt: The Common Agricultural Policy (CAP) has been supporting the incomes of the European Union's agricultural community for half a century. Despite this, there is still no official system in place to track the economic wellbeing of farmers and their families. This book examines the evidence on the overall wealth of farming households, and concludes that in nearly all member states, they are not generally a poor sector of society, with disposable incomes that are similar to, or exceed, the national average.

Book excerpt: This book presents the basic model of an agricultural household that underlies most of the case studies undertaken so far. The model assumes that households are price-takers and is therefore recursive. The decisions modeled include those affecting production and the demand for inputs and those affecting consumption and the supply of labor. Comparative results on selected elasticities are presented for a number of economies. The empirical significance of the approach is demonstrated in a comparison of models that treat production and consumption decisions separately and those in which the decisionmaking process is recursive. The book summarizes the implications of agricultural pricing policy for the welfare of farm households, marketed surplus, the demand for nonagricultural goods and services, the rural labor market, budget revenues, and foreign exchange earnings. In addition, it is shown that the basic model can be extended in order to explore the effects of government policy on crop composition, nutritional status, health, saving, and investment and to provide a more comprehensive analysis of the effects on budget revenues and foreign exchange earnings. Methodological topics, primarily the data requirements of the basic model and its extensions, along with aggregation, market interaction, uncertainty, and market imperfections are discussed. The most important methodological issues - the question of the recursive property of these models - is also discussed.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the large-scale impacts of economic restructuring in the Midwest in response to the 1980s farm crisis. Drawing upon detailed surveys from twelve north-central states, the authors offer a comprehensive view of farm restructuring and its social, economic, and political consequences. The study goes beyond the farm gate to look at the broader implications of those changes for agriculture policy, related industries, and areas still dependent upon farming, contributing to the literature on economic restructuring. Like the factory closings in the Rust Belt, the dramatic failure of agricultural industries in the Farm Belt has caused fundamental changes in the organization and control of production. The impact of job losses and economic depression and the shattering of a way of life have shaken public complacency about the stability of many fundamental American myths. Beyond the Amber Waves of Grain looks at the farm crisis not as a purely agricultural, nonurban issue but as one that adds to our understanding of the overall social impacts of economic change. The book takes up the story of Midwestern farm enterprises in the wake of the farm crisis of the 1980s. Using data drawn from detailed surveys of 3,940 farm households in twelve north-central states, the authors offer a comprehensive view of the social and economic restructuring of agriculture and explore the consequences for farm enterprises, farm households, and farming communities. The study goes beyond the farm gate to look at the broader implications for related industries and communities dependent upon farming, for agricultural and rural policies, and for farm women and men, contributing to the literature on economic restructuring and its outcomes.

Book excerpt: The Agricultural Resource Management Survey (ARMS) is the federal government's primary source of information on the financial condition, production practices, and resource use on farms, as well as the economic well-being of America's farm households. ARMS data are important to the U.S. Department of Agriculture (USDA) and to congressional, administration, and industry decision makers when they must weigh alternative policies and programs that touch the farm sector or affect farm families. ARMS is unique in several respects. As a multiple-purpose survey with an agricultural focus, ARMS is the only representative national source of observations of farm-level production practices, the economics of the farm businesses operating the field (or dairy herd, greenhouse, nursery, poultry house, etc.), and the characteristics of the American farm household (age, education, occupation, farm and off-farm work, types of employment, family living expenses, etc.). No other data source is able to match the range and depth of ARMS in these areas. American agriculture is changing, and the science of statistical measurement is changing as well. As with every major governmental data collection with such far-reaching and important uses, it is critical to periodically ensure that the survey is grounded in relevant concepts, applying the most up-to-date statistical methodology, and invested with the necessary design, estimation, and analytical techniques to ensure a quality product. ARMS is a complex undertaking. From its start as a melding of data collected from the field, the farm, and the household in a multiphase, multiframe, and multiple mode survey design, it has increased in complexity over the decade of its existence as more sophisticated demands for its outputs have been made. Today, the survey faces difficult choices and challenges, including a need for a thorough review of its methods, practices, and procedures. Understanding American Agriculture : Challenges for the Agricultural Resource Management Survey summarizes the recommendations of the committee who wrote the survey.
