Book excerpt: A multi-disciplinary team of authors analyze the economics of Brazilian deforestation using a large data set of ecological and economic variables. They survey the most up to date work in this field and present their own dynamic and spatial econometric analysis based on municipality level panel data spanning the entire Brazilian Amazon from 1970 to 1996. By observing the dynamics of land use change over such a long period the team is able to provide quantitative estimates of the long-run economic costs and benefits of both land clearing and government policies such as road building. The authors find that some government policies, such as road paving in already highly settled areas, are beneficial both for economic development and for the preservation of forest, while other policies, such as the construction of unpaved roads through virgin areas, stimulate wasteful land uses to the detriment of both economic growth and forest cover.

As z deforestation leads to CO emissions and growing forests sequester CO, forestry z z projects provide us with options to mitigate CO effects. This study analyses the z contribution Jorestry projects can make within the context of climate change. The contribution of forestry projects is here discussed on two levels. On a first level, the COz effect of individual projects is analysed. On a second level, the study asks whether the analysis of forestry projects can contribute to questions on climate change which have been discussed in the economic literature during the past two decades. While most studies on forestry projects focus on particular details, predominantly on technical issues, this study takes a rather broad perspective, drawing together different relevant aspects: the stability of international agreements is discussed, costs and benefIts of reducing GHG emissions in industrial countries are reviewed, the underlying causes of deforestation are analysed and insights from resource economics are taken into consideration. Such a wide perspectiveallows the identifIcation, discussion and appreciation of problems and opportunities associated with forestry projects in the context of climate change which are otherwise not recognised.

In particular, national parks, like those found in wealthy nations, have proven difficult to establish in Africa, Asia, and South and Central America. More often than not, people inhabiting areas designated for protection resist being told by outsiders that they must change how and where they live. Alternative approaches, frequently embodied in integrated conservation and development projects (ICDPs), are now being pursued. The goal is to address local communities' desires for improved standards of living while simultaneously meeting conservation objectives. Nature-based tourism and sustainable harvesting of forest products are the centerpieces of ICDPs and related initiatives. This book assesses the viability of conservation strategies predicated on the adoption of environmentally sound enterprises in and around threatened habitats. Drawing on research in Brazil, Costa Rica, Ecuador and Peru and on his extensive experience working in South and Central America and the Caribbean, the author demonstrates that it is rare for forest dwellers to derive much benefit from ecotourism, the extraction of timber and other commodities, or the collection of samples used in pharmaceutical research. Often these activities are simply unprofitable. Even when they are profitable, the benefits tend not to accrue locally, but instead are captured by outside firms and individuals who can provide important services like safe and reliable transportation. Policy makers have tried to solve the problem through traditional regulatory instruments. But at the same time, other policy initiatives, such as reducing taxes, have contributed to greater car ownership and use, and hence, pollution levels. This study looks at whether the government's practice of differentiating car taxes on the basis of vehicle characteristics can be used to improve air quality in Costa Rica. The results indicate that a tax that increases the relative price of used cars will have significant environmental impacts, while other means of differentation are much weaker.

Available in PDF, EPUB and Kindle. Book excerpt: Air pollution concentrations have been rapidly increasing in the major urban areas of Brazil caused mainly by the increasing use of vehicles. In the presence of this negative externality, environmental regulation is required. Car emission control policies in Brazil have relied basically on mandatory emission standards and subsidies for specific cleaner technology resulting in substantial decrease of car emission rates. Nevertheless, car sale taxes, differentiated by vehicles' size and fuel, have also influenced car emission patterns. This paper analyzes the compliance trend of the Brazilian fleet with environmental standards between 1992 and 1997. We find that larger automobiles had the fastest compliance schedule while popular models adjusted very slowly. Also gasoline-fueled models had a faster adjustment pattern than ethanol cars. Additionally, we analyze the current relationship between pollution emissions and car characteristics in order to orient policy formulation. We find a positive relationship between emissions rates and horse power, concluding that although the current value added-sale car tax is not environmental harmful, a tax differentiating clean from dirty models, within each tax bracket, could create substantial incentives for emission control in the future.
