Today the region has two international protectorates, contested states and borders, severe ethnic polarisation and minority concerns. In this first in-depth critical analysis of international administration, aid and reconstruction policies in Kosovo, Jens Stilhoff Sorensen argues that the region must be analysed as a whole, and that the process of state collapse and recent changes in aid policy must be interpreted in connection to the wider transformation of the global political economy and world order. He examines the shifting inter- and intracommunity relations, the emergence of a 'political economy' of conflict, and of informal clientelist arrangements in Serbia and Kosovo and provides a framework for interpreting the collapse of the Yugoslav state, the emergence of ethnic conflict and shadow economies, and the character of western aid and intervention. Western governments and agencies have built policies on conceptions and assumptions for which there is no genuine historical or contemporary economic, social or political basis in the region. It observes the relations between the two countries primarily from an economic perspective, with the political dimension forming a backdrop within which the economy operated. Perica Hadzi-Jovancic challenges the conventional scholarly wisdom which recognises economics as mainly being a tool of German foreign policy towards Yugoslavia. Instead, he successfully places economic dealings on both sides within the broader context of both the German economic and financial plans and policies of the 1930s, as well as the existing trading ties between the two countries as they had been developing since the 1920s. At the same time, through detailed analysis of unpublished archival material, Hadzi-Jovancic explores the shared political relations from a new perspective; one from which there is a much deeper understanding of Yugoslavia's motives and the resulting implications for the other great powers and the wider regional framework. The book concludes that, contrary to the traditional view in historiography and despite the dependency of Yugoslavia's foreign trade on the German market at the dawn of the Second World War, Yugoslavia maintained both its economic and political agency in the shadow of the Third Reich. It was only international political developments beyond Yugoslavia's control in the years ahead that lead to a more receptive stance towards German demands.

The authors of this pioneering work study a part of Europe neglected by both approaches. Modernizing patterns in Balkan economic history are traced from the sixteenth century (when the territory was shared by Ottoman and Habsburg empires), through the nineteenth century (when they emerged as independent states), to the end of World War II and its aftermath. Despite present differences in economic systems—Greece's private market economy, Yugoslavia's planned market economy, and the centrally planned economies of Romania, Bulgaria, and Albania—the authors find that shared origins and common subsequent experiences are ample justifications for treating the area as an economic unit. Balkan Economic History, 1550-1950 will be a major case study for development economists and will provide historians with the first analytical and statistical study to survey the entire region from the start of the early modern period.

Goran Musić has investigated the changing ways in which blue-collar workers perceived the recurring crises of the regime. Two self-managed metal enterprises, one in Serbia another in Slovenia, provide the frame of the analysis in the time span between 1945 and 1989. These two factories became famous for strikes in 1988 that evoked echoes in popular discourses in former Yugoslavia. Drawing on interviews, factory publications and other media, local archives, and secondary literature, Musić analyzes the two cases, going beyond the clichés of political manipulation from the top and workers' intrinsic attraction to nationalism. The author explains how, in the later phase of communist Yugoslavia, growing social inequalities among the workers and undemocratic practices inside the self-managed enterprises facilitated the spread of a nationalist and pro-market ideology on the shop floors. Yet rather than being a mass taken advantage of by populist leaders, the working class Musić presents is one with agency and voice, a force that played an important role in shaping the fate of the country. The book thus seeks to open a debate on the social processes leading up to the dissolution of Yugoslavia.

They suggest that such a common standard has already emerged and that this process is linked to the spread of social media, making it possible to capture the sentiment of value to most people. They ultimately recommend how to build upon these developments to initiate a radical democratization of economic systems and the value decisions they generate.
