OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

While direct government control of marketing and prices of export crops has discouraged exports, disincentives created indirectly by overvalued currencies have been more damaging to agricultural supply in sub-Saharan Africa than in other regions. The rise of imported food to Africa has resulted mostly from factors that encourage consumers to eat imported food, and not from a failure of domestic production, as often assumed. These factors include overvalued currencies (which reduce the price of imported food), falling world food prices, high incomes during times of improved terms of trade, and increased urbanization (encouraged in part by policies of keeping farm prices low and concentrating government social spending in urban areas). Countries that have adopted and sustained policies to raise farm incentives have had better agricultural performance in the 1980's, on average, than those where policies continue to discriminate against agriculture.

Three different types of poverty are distinguished, based on their causes, and a more nebulous idea of equityin contrast to egalitarianismis shown to have influenced policy. Since growth is found to be the major means of alleviating mass structural poverty, much of the book is concerned with discovering explanations for policies which are found to be the most important influences on the proximate causes of growth. Lal and Mynt also consider the available evidence on the role of direct transferspublic and privatein alleviating destitution and conjunctural poverty. The Political Economy of Poverty, Equity, and Growth develops a novel framework for the comparative analysis of different growth outcomes. This framework distinguishes between the different relative factor endowments of land, labour, and capital, and between the different organizational structures of pesent versus plantation and mining economies. It also differentiates between the polities of 'autonomous' and 'factional' states in the countries studied, breaking the analysis down into further typological subdivisions and providing important new insights into the differing behaviour of economies that are rich in natural resources and those with abundant labour. These insights constitute a richer explanation for the divergent developmental outcomes in East Asia compared with Latin America and Africa. The evidence collated is used to argue for the continuing relevance of the classical liberal viewpoint on public policies for development, and to show why, even so, nationalist ideologies are likely to be adopted and lead to cycles of interventionism and liberalism. The evidence is also used to provide an explanation for the surprising current worldwide Age of Reform.

The vast majority of the world s poorest households depend to a considerable extent on farming for their incomes, while food represents a large component of the consumption of all poor households. For generations, food prices have been heavily distorted by government policies in high-income and developing countries. Many countries began to reform their agricultural price and trade policies in the 1980s, but government policy intervention is still considerable and still favors farmers in high-income countries at the expense of many farmers in developing countries. What would be the poverty and inequality consequences of the removal of the remaining distortions to agricultural incentives? This question is of great relevance to governments in evaluating ways to engage in multilateral and regional trade negotiations or to improve their own policies unilaterally. 'Agricultural Price Distortions, Inequality, and Poverty' analyzes the effects of agricultural and trade policies around the world on national and regional economic welfare, on income inequality among and within countries, and on the level and incidence of poverty in developing countries. The studies include economy-wide analyses of the inequality and poverty effects of own-country policies compared with rest-of-the-world policies for 10 individual developing countries in three continents. This book also includes three chapters that each use a separate global economic model to examine the effects of policies on aggregate poverty and the distribution of poverty across many identified developing countries. This study is motivated by two policy issues: first, the World Trade Organization s struggle to conclude the Doha Round of multilateral trade negotiations, in which agricultural policy reform is, again, one of the most contentious topics in the talks and, second, the struggle of the developing countries to achieve their Millennium Development Goals by 2015 notably the alleviation of hunger and poverty which depends crucially on policies that affect agricultural incentives.
