The conflict with the Palestinians, which has been dragging on for decades, in the new millennium has intensified and became more and more violent. Besides the obvious humanitarian and political consequences, this conflict also has many economic implications - all but positive, both for Israel and the Palestinians. Both parties are paying a high economic price for the continuation of this conflict - with falling GDP's, loss of jobs, sanctions on one another and most importantly - the huge unfulfilled potential that lies in economic cooperation between the two. Israel is also facing an internal economic and social problem - the Ultra-orthodox Jews population group. Due to their unique lifestyle of abiding vigorously to religion, they almost do not participate in the Israeli labour market, rely heavily on government help and also do dot join the army like all other Israeli Jews. This group contributes to the poverty rate in an unproportional manner, being much poorer than other Israelis. Due to very high fertility rate, the Ultra-orthodox, who used to be just a small minority, are on the way to become almost a quarter of the population in two decades. This situation demands some urgent changes.

This book argues that the dominant, mainstream approach to the study of aid and aid effectiveness is theoretically and empirically inadequate for a comprehensive understanding and analysis of the workings of aid in developing countries, particularly those undergoing conflict. This book examines the nature of donor operations in Palestine, highlighting the political and ideological determinants of aid allocation and effectiveness, and focussing on the role of trade-related donor assistance in Palestine, more commonly known as Aid for Trade. It discusses how such trade-related assistance is only another instance of donors working ‘around’ the conflict, as opposed to taking it into account; and how aid to Palestine cannot bring about significant improvement as long as the Palestinian economy is fundamentally affected by Israeli occupation, settlements and blockade. It argues that unless restructured and more carefully targeted, aid can only act as a temporary relief mechanism. Now a permanent feature of the local economy, closure has resulted in the physical and economic separation of the West Bank and Gaza Strip and their separation from Israel, high unemployment, permanent unemployment for a growing segment of the labor force, a doubling of poverty levels, increasing child labor, constrained trade relations, and a growing need for relief and social assistance among Palestinians. Closure has devastated Palestinian economic growth and reform and has made it increasingly difficult for people to meet their basic needs. If closure continues to be enforced, the economic and political changes promised by the Oslo agreements and now so desperately needed in the West Bank and Gaza will not be possible
