Available in PDF, EPUB and Kindle. Book excerpt: This report presents a reevaluation of the use of leverage on Soviet behavior by means of the instruments of East-West economic relations. A conceptual framework is presented in Sections II and III, centering on the ideas of leverage and denial as policy tools and on the opportunities and constrains offered by Soviet economic dependence and vulnerabilities. Sections IV through VI analyze the actual use of the major export instruments--grain, credit, and gas pipeline technology--during the early 1980s. Section VII takes up the issue of consensus in the Western alliance as a condition of successful East-West trade policy. The author concludes that the only possibility for effective denial over the long term is to aim at selective impedance of the Soviet military effort.
Book Synopsis The Destruction of the Soviet Economic System by : Michael Ellman
Download or read book The Destruction of the Soviet Economic System written by Michael Ellman and published by M.E. Sharpe. This book was released on 1998-06-16 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: The political collapse of the Soviet Union has been much better documented than the course of its economic and social disintegration. To get an inside account, Ellman and Kontorovich questioned former top Soviet officials and economic and other policy advisors (both Soviet and foreign) who were privy not only to the data but also to the internal policy debate during the 1980s. They have woven their informants' analyses of key issues and turning points into a compelling history of systemic collapse. Among the topics covered are: economic performance in the 1980s; the standard of living; the reliability of Soviet statistics; Gosplan's projections for the economy to the year 2000; the arms race as a drain on the civilian economy; the role of ideology and the party's role in the functioning of the economic system; the struggle over a transition program; the influence of foreign advisors; and the functioning and collapse of the supply system, the CMEA, and the foreign trade system. Professor Ellman is the recipient of the 1998 Kondratieff gold medal for his contribution to the development of the social sciences.

Book Synopsis Deutsche Mark Diplomacy by : Randall E. Newnham
Download or read book Deutsche Mark Diplomacy written by Randall E. Newnham and published by Penn State Press. This book was released on 2010-11-01 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: Whether economic sanctions work at all, and how they work if they do, are questions that have long been debated by scholars of international relations. Using a new analytic approach, which distinguishes between positive and negative sanctions and between specific and general sanctions, this book aims both to demonstrate the importance of economic linkage and to explain the variety of forms it can take. Deutsche Mark Diplomacy draws support for its theoretical arguments from a careful study of Germany's efforts to gain political leverage over Russia via economic means from 1870 into the 1990s. Focusing on two major powers over a long period, during which regimes changed and issues varied, Randall Newnham finds strong evidence to show that positive forms of linkage such as foreign aid and trade or credit incentives are more effective than negative types such as embargoes. His book significantly expands our understanding of the role played by economic sanctions in international politics at the same time that it offers a more systematic way of explaining German foreign policy.

Book Synopsis The Cold War's Last Battlefield by : Edward A. Lynch
Download or read book The Cold War's Last Battlefield written by Edward A. Lynch and published by SUNY Press. This book was released on 2011-12-01 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: Central America was the final place where U.S. and Soviet proxy forces faced off against one another in armed conflict. In The Cold Wars Last Battlefield, Edward A. Lynch blends his own first-hand experiences as a member of the Reagan Central America policy team with interviews of policy makers and exhaustive study of primary source materials, including once-secret government documents, in order to recount these largely forgotten events and how they fit within Reagans broader foreign policy goals. Lynchs compelling narrative reveals a president who was willing to risk both influence and image to aggressively confront Soviet expansion in the region. He also demonstrates how the internal debates between competing sides of the Reagan administration were really an argument about the basic thrust of U.S. foreign policy, and that they anticipated, to a remarkable degree, policy discussions following the September 11, 2001 terror attacks.
