It recommends a survey of urban water agencies to identify drought management policies and the resulting cutbacks in water use by various customer classes; to identify an estimate of economic losses incurred by residential customers using demand curve estimates or contingent valuation methodology; to identify contingent valuation surveys of commercial sectors hard-hit by the drought, such as nurseries and landscape contractors; and to identify a brief assessment of the industrial sector, which was mostly protected from cutbacks that would have resulted in lost output or jobs. This research was partially sponsored by California Urban Water Agencies, a nonprofit, nonpartisan organization of 11 urban wholesale and retail water agencies.

Book excerpt: Quantifying drought's economic impacts has been key for decision-making to build future strategies and improve the development and implementation of proactive plans. However, climate change is changing drought frequency, intensity, and durability. These changes imply modifications of their economic impact, as longer droughts result in greater cumulative economic losses for water users. Though the longer the drought lasts, other factors also play a crucial role in its economic outcomes, such as Infrastructure capacity (IC), the Amount of Water in Storage (AWS) in reservoirs and aquifers, and short- and long-term responses to it. This study proposes and applies an analytical framework for the economic assessment of long-run droughts, assessing and explaining central Chile megadrought economic effects through the factors that begin to influence the economic impact level in this setting. High levels of both IC and the AWS, as well as short- and long-term responses of water users, allow for high resilience to long-run droughts, tolerating extraordinary water disruption in its society with relatively low total economic impacts. Despite this adaptability, long-term droughts bring places to a water-critical threshold where long-term adaptation strategies may be less flexible than short-term strategies, escalating the adverse economic effects. This fact suggests that the economic evaluation of megradrought needs to focus on future tipping points (substantial water scarcity). The tipping point depends on the IC, how water users manage the AWS, and adaptation strategies. Establishing the tipping point should be a priority for future interdisciplinary research.

Weather phenomena can have environmental, economical, and social impacts. Drought is the natural hazard that affects people the most. It is also the most complex and least understood. There is no one universally accepted definition for drought which makes its examination difficult. Droughts' duration is also difficult to determine because it has no clearly defined onset and end. Also, drought varies both geographically and temporally making uniform drought monitoring difficult. Since drought is difficult to monitor and access, drought impacts are often poorly documented. The purpose of this research was to quantify (in dollars) the impacts of drought on Kentucky's agriculture. Drought has been recorded historically in Kentucky since the late 1800s. According to the Kentucky Climate Center, the most significant drought years occurred in 1930-31, 1940-42, and 1952-55. Analyses of these years are included as well as the most recent significant drought years in 1987-88, 1999-2000 and 2007.

With population growth, water scarcity will proliferate to new areas across the globe. And with climate change, rainfall will become more fickle, with longer and deeper periods of droughts and deluges. This report presents new evidence to advance understanding on how rainfall shocks coupled with water scarcity, impacts farms, firms, and families. On farms, the largest consumers of water in the world, impacts are channeled from declining yields to changing landscapes. In cities, water extremes especially when combined with unreliable infrastructure can stall firm production, sales, and revenue. At the center of this are families, who feel the impacts of this uncertainty on their incomes, jobs, and long-term health and welfare. Although a rainfall shock may be fleeting, its consequences can become permanent and shape the destiny of those who experience it. Pursuing business as usual will lead many countries down a 'parched path' where droughts shape destinies. Avoiding this misery in slow motion will call for fundamental changes to water policy around the globe. Building resilience to rainfall variability will require using different policy instruments to address the multifaceted nature of water. A key message of this report is that water has multiple economic attributes, each of which entail distinct policy responses. If water is not managed more prudently--from source, to tap, and back to source--the crises observed today will become the catastrophes of tomorrow.
