Book excerpt: Technology transfer from non-elite universities is considered, and a detailed process by which non-elite institutions can promote technology transfer to foster local economic development is described.To accomplish these goals, three components are needed: (1) non-elite universities must be more proactive in the promotion and support of technology transfer, (2) firms need to be receptive to university technology, and (3) intermediaries must bridge the gap between universities and businesses. How university technology transfer leads to economic development is examined, as well as the reasons why elite universities dominate technology transfer. Findings indicate that these universities benefit from an agglomeration of research faculty and firms that are receptive to research contributions.Non-elite universities have an underutilized role to play in technology transfer.Cumulatively they have as much to contribute, but their contributions are dispersed over a larger number of institutions. Eight strategies are identified that non-elite campuses can use in order that technology transfer can contribute to local economic development: (1) make technology transfer part of the institution's missions and goals; (2) support technology transfer within the university; (3) nurture industry-research partnerships; (4)formalize partnerships into research-transfer programs; (5) encourage entrepreneurship development from research; (6) expand university-industry training and education programs; (7) become involved with economic development organizations; and (8) identify and reward technology transfer successes. This study reveals that the lack of absorptive scientific and technological capacity, as a factor often cited to explain transfer failure, did not apply in the case of the region examined. In point of fact, the scientific and technological capacities exhibited in the region are superior to those in the Silicon Valley of the East in Malaysia during the 1970's and 1980's , where some studies reported more significant technology transfer. What then are the factors hindering technology transfer in some regions or promoting it in others? This book explores some the factors in play.
