Available in PDF, EPUB and Kindle. Book excerpt: Taking a developmental approach, this book critically reviews Vietnam's reform process and shows how the country’s reform agenda is still dominated by a ‘developmental orthodoxy’ inspired by a post-Washington consensus. The author argues that a wider debate is needed in order to give national policy makers the full spectrum of alternatives to support well-informed policy decisions. In particular, the book indicates that two issues central for any analysis of the Vietnamese development reform process are substantially underdeveloped in the current scientific debate: the experience of the East Asian developmental state and the question of socialism. Presenting a way of thinking about Vietnam that goes beyond the orthodox, the book sets out the various paradigms through which the Vietnamese economy can be analyzed. This is a welcome addition to the literature and will appeal to both practitioners working in the field and the academic community in Southeast Asian studies, economics and development.

Book excerpt: This volume spotlights some of the most important economic issues confronting today's emerging developing countries. The topics studied in the book include the importance of productivity to economic growth, international trade and its relationship to productivity; immigration and brain drain; pollution havens, climate change, and the carbon tax; the effectiveness of foreign aid, the efficiency of education, and governance. Written by some of the most respected scholars in their respective fields, the individual chapters apply both economic theory and the most current empirical tools in rigorous but accessible exposition. Researchers can find value in the modeling and empirical techniques that can be applied to other countries and datasets. Policy makers can benefit from the intellectual foundation on which decisions on important issues can be based; and students of international trade, economic development, and environmental economics can gain knowledge of different country settings that give context to their fields of study.

Book excerpt: Vietnam's economy has been fundamentally changed by the policy reforms implemented in the 1980s to provide an environment that is more conducive for economic growth and social stabilization. The policy reforms have had a tremendous impact on economic activities and on all aspects of social life. The economy is presently moving from a centrally planned system largely based on public ownership to a market-oriented and mixed economy. Social structures and values have changed, and legal, institutional, and administrative systems are gradually changing as well. The reform process gives rise to exciting challenges and opportunities for development. Based largely on Vietnamese sources of data and information, this book presents an analysis of the main features of economic policy reforms in Vietnam, their socioeconomic impact, and several major theoretical and practical problems Vietnam faces on its path to development.

Book excerpt: Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Book excerpt: This collection considers how cultures influence each other's values and social organization to elucidate cross-cultural interactions. The idea of a special set of 'Asian values' in a more profound understanding has clearly had an impact on the thinking among Vietnamese scholars, but more surprisingly, the recent pan-Asian economic crisis has had a more profound impact than expected on the discussion in Vietnam. Most Vietnamese scholars speak not of 'Asian values' but rather of Vietnamese values because the Asian impact is transformed in the Vietnamese setting. Those dealing with modern society tend to perceive the Western value impact as positive and universal. Indeed, if there has been a period of much concern with 'Asian values', particularly Confucianism, the pendulum seems for most Vietnamese scholars to have swung back towards seeing Western values as being those of the future.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines five countries in South East Asia that are instructive case studies of how the region has had to negotiate pathways of development beyond crises and traps. At two ends of just one decade, 1997–2007, Indonesia, Malaysia, the Philippines, Thailand and Vietnam all had to weather the shocks of an East Asian financial crisis and a global financial crisis. Some economies might have buckled completely under those shocks and been condemned to long-term stagnation. Yet these five economies, part of the larger Asian region, emerged with continued if slower economic growth. An important theme of this book is that their resilience has been partly derived from the pursuit of growth and competitiveness along less known or recommended pathways. The chapters of this book take a novel approach to South East Asia’s search for growth and improvement. They do not begin by evaluating how far macro-level performances would take a particular country towards high-income status. Instead they provide original insights into actual cases of intermediate ways of achieving growth, upgrading and income improvement in non-privileged sectors. Such cases may hold more relevant lessons for the majority of developing countries than the experiences of highly developed economies.

Book excerpt: The Singapore Lecture Series was inaugurated in 1980 by the Institute of Southeast Asian Studies with a founding endowment from the Monetary Authority of Singapore (MAS), and augmented by a generous donation in 1983 from Exxon Mobil Asia Pacific. The Singapore Lecture is designed to provide the opportunity for distinguished statesmen, scholars, and writers and other similarly highly qualified individuals specializing in banking and commerce, international economics and finance and philosophical and world strategic affairs to visit Singapore. The presence of such eminent personalities will allow Singaporeans, especially the younger executive and decision-makers in both the public and private sectors, to have the benefit of exposure to - through the Lecture, televised discussions, and private consultations - leaders of thought and knowledge in various fields, thereby enabling them to widen their experience and perspectives. On 22 April 2014, the 34th Singapore Lecture was delivered by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, under the distinguished Chairmanship of Mr Teo Chee Hean, Deputy Prime Minister, Coordinating Minister for National Security and Minister for Home Affairs, Singapore.

Book excerpt: Economic reforms in Vietnam have allowed its ethnic Chinese citizens to prosper, but growing Chinese economic strength harbours the seeds of political problems. The topic is also meshed with the larger concern of Sino-Vietnamese relations, which in the best of times can be coloured by a suspicion which goes back centuries. In the worst of times, as in 1978/79, both sides were engaged in open warfare. To understand the current situation, The Ethnic Chinese and Economic Development in Vietnam delves into the origins of Chinese settlement in Vietnam, tracking the flow of history through the major events which have shaped the Chinese mercantile community and made it what it is today. The most significant feature of Dr Tran Khanh's work is that it draws on Western, Russian, and Vietnamese sources, as well as the writer's own familiarity with the actual situation on the ground.
