Book excerpt: Africa has major development aspirations in the broader context of a global and continental economic development agenda. This calls for substantial financial resources at a time when the global development finance landscape is changing, from a model centred on official development assistance and the coverage of remaining financing needs through external debt, to a framework with greater emphasis on the mobilization of domestic resources. The Economic Development in Africa Report 2016 examines some of the key policy issues that underlie Africa’s domestic and external debt, and provides policy guidance on the delicate balance required between financing development alternatives and overall debt sustainability. This report analyses Africa’s international debt exposure and how domestic debt is increasingly playing a role in some African countries as a development finance option, and also examines complementary financing options and how they relate to debt.

Book excerpt: The 2016 edition of the Economic Report on Africa (ERA 2016) focuses on greening industrialization and highlights sustainable and people-centred industrialization. Given the impacts of climate change, resource scarcities and environmental degradation, measures for de-risking Africa’s development are critical. The form and pattern of Africa’s industrialization, shaped by its abundant natural resources especially water and renewable energy sources, are discussed within the scale and scope that tackles inequality and promotes inclusivity. The report employs a value chain approach in analyzing the decoupling needs of key economic sectors towards low carbon intensive economic growth in Africa. Country case studies are used in demonstrating ongoing greening activities across key sectors. This is supported with modelling of future development scenarios under ‘Business-as Usual’ and “Greening” to demonstrate the additionality of greening policies and investments in making a business case to support the industrialization and transformation momentum in the continent’s development agenda. The report therefore provides evidence-based information to policymakers and other stakeholders on greening Africa’s industrialization to achieve inclusive and sustainable structural transformation and growth on the continent.

Available in PDF, EPUB and Kindle. Book excerpt: "This book challenges conventional wisdoms about economic performance and possible policies for economic development in African countries. Its starting point is the striking variation in African economic performance. Unevenness and inequalities form a central fact of African economic experiences. The authors highlight not only differences between countries, but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, neo-natal mortality and school dropout have been reduced, particularly for some classes of women in some areas of Africa. Horticultural and agribusiness exports have grown far more rapidly in some countries than in others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other policy experiences, and escaping the ties of structure, and the legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but it does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are - fundamental and enduring - may help policy officials protect themselves against the misleading idea that development can be expected to be a smooth, linear process, or that it would be were certain impediments suddenly removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to evidence. Drawing on their own decades of research and policy experience, they combine careful use of available evidence from a range of African countries with political economy insights (mainly derived from Kalecki, Kaldor and Hischman) to make the policy case for specific types of public sector investment"--

Book excerpt: This publication examines the status of industrial development in Africa with a focus on the identification of stylized facts associated with African manufacturing. It provides an analysis of past attempts at promoting industrial development in the region and the lessons learned from these experiences. It offers policy recommendations on how to foster industrial development in Africa in the new global environment characterized by changing international trade rules, growing influence of industrial powers from the South, the internationalization of production, and increasing concerns about climate change. Finally, it argues that a new industrial policy is needed to induce structural transformation and engender development in African economies.

Available in PDF, EPUB and Kindle. Book excerpt: Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Book excerpt: This report provides concrete policy recommendations for African policy makers and their development partners on how to promote sustainable structural transformation in Africa, meaning a sustainable structural transformation that integrates the relative decoupling of natural resource use and environmental impacts from the growth process. The Report also discusses why a strategy of sustainable structural transformation is important for Africa, how strategic priorities can be identified and the role of the national State and the international community in such a strategy.

Book excerpt: "The services sector critical source of income and employment in Africa. As the most dominant sector in many African economies, it has become a dynamic driver of growth in the continent in recent years. This dynamism, however, has not translated into a structural transformation of the continent. Africa's services provision remains suboptimal and is delivered at a high cost. Various regulatory and policy shortcomings prevail, which explain these inefficiencies and impede Africa's capacity to fully capitalize on the potential of its services sector. If the continent is to fully realize the benefits of development, services must play an enhanced role in the growth process. Regulation of and policies for infrastructure services need to better target existing market failures and address structural impediments to improve performance in the sector and unleash the potential of Africa's services economy. The Economic Development in Africa Report 2015, subtitled Unlocking the Potential of Africa's Services Trade for Growth and Development, examines some of the major policy issues that underlie Africa's services sector and provides policy guidance on how services could contribute to Africa's regional integration and generate inclusive growth and employment. More broadly, the report discusses how services can contribute to sustainable growth and development continent-wide, especially given the enabling role of services and their capacity to link with other sectors. Africa needs to boost services trade and become better integrated in global value chains. The report makes specific and actionable policy recommendations on how to better leverage Africa's services trade and the related development, employment and growth benefits. The report emphasizes the need for greater policy coherence at the national, regional and international levels to address services sector and trade policy disconnects."--Publisher's description.

Book excerpt: The African Continental Free Trade Area (AfCFTA) represents a historic opportunity for the continent to boost intra-African trade and accelerate structural transformation. However, this relies on a critical policy instrument: the effective implementation of preferential trade liberalization among the AfCFTA members. Whether in practice African firms will utilize tariff preferences under the AfCFTA depends on a critical factor: rules of origin (RoO) and the net benefits of complying with them. This report argues for the adoption of flexible RoO and a strengthening of institutional capacities to ensure an impartial, transparent, predictable, consistent and neutral implementation of agreed RoO.

Book excerpt: This 2016 Africa Human Development Report on gender equality follows the 2012 Africa Human Development Report, which looked at the importance of assuring food security for all Africans. The two reports share a common objective of addressing what might be considered two unfinished agenda items on Africa’s development trajectory. Both have long been recognized as important priorities for the governments and citizens of African countries. This year’s report on gender equality reviews the ongoing efforts of African countries to accelerate the pace of assuring women’s empowerment through all spheres of society – in the home and community, in health and educational attainment, in the workplace, and in political participation and leadership. While significant progress has been made across numerous fronts in most countries, gender equality for African women and girls is still far from satisfactory. This report adopts a political economy approach to gender equality and women’s empowerment in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: The 2017 Economic Report on Africa focuses on the linkages between industrialization and urbanization. Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.
