The main aim of this publication is to facilitate discussion on concrete policy directions and actions at both national and regional levels that would help Africa realize its growth potential. As in previous editions, the first part of the report examines recent economic and social developments as well as some selected current and emerging development issues in Africa. The second part focuses on the question of how to address key constraints and unleash the potential of the continent as a new pole of global growth.

Book excerpt: "The services sector critical source of income and employment in Africa. As the most dominant sector in many African economies, it has become a dynamic driver of growth in the continent in recent years. This dynamism, however, has not translated into a structural transformation of the continent. Africa's services provision remains suboptimal and is delivered at a high cost. Various regulatory and policy shortcomings prevail, which explain these inefficiencies and impede Africa's capacity to fully capitalize on the potential of its services sector. If the continent is to fully realize the benefits of development, services must play an enhanced role in the growth process. Regulation of and policies for infrastructure services need to better target existing market failures and address structural impediments to improve performance in the sector and unleash the potential of Africa's services economy. The Economic Development in Africa Report 2015, subtitled Unlocking the Potential of Africa's Services Trade for Growth and Development, examines some of the major policy issues that underlie Africa's services sector and provides policy guidance on how services could contribute to Africa's regional integration and generate inclusive growth and employment. More broadly, the report discusses how services can contribute to sustainable growth and development continent-wide, especially given the enabling role of services and their capacity to link with other sectors. Africa needs to boost services trade and become better integrated in global value chains. The report makes specific and actionable policy recommendations on how to better leverage Africa's services trade and the related development, employment and growth benefits. The report emphasizes the need for greater policy coherence at the national, regional and international levels to address services sector and trade policy disconnects."--Publisher's description.

Book excerpt: This publication examines the status of industrial development in Africa with a focus on the identification of stylized facts associated with African manufacturing. It provides an analysis of past attempts at promoting industrial development in the region and the lessons learned from these experiences. It offers policy recommendations on how to foster industrial development in Africa in the new global environment characterized by changing international trade rules, growing influence of industrial powers from the South, the internationalization of production, and increasing concerns about climate change. Finally, it argues that a new industrial policy is needed to induce structural transformation and engender development in African economies.

Whilst some developing countries are making progress towards this target, recent statistics show indicate that in the countries of Sub-Saharan Africa the numbers living in poverty is increasing. One of the reasons for this is its relatively low rate of economic growth. This year's Economic Development in Africa report examines the potential of African countries to strengthen domestic financial resource mobilisation, in order to reduce dependence on official development assistance (ODA), and diversify their development resources and channel these resources to productive investments. It highlights the need for "developmental States" in Africa with the required policy space to design and implement policies that address their priorities and make optimal use of available resources in a way that leads to a virtuous circle of accumulation, investment, growth and poverty reduction.

Book excerpt: The 2011 Economic Development in Africa Report focuses on the topic Fostering Industrial Development in Africa in the New Global Environment. The Report provides an overview of the stages, performance and lessons learned from previous attempts at promoting industrial development in Africa (chapter 2). It then goes on to discuss key elements for a new industrial policy for Africa. This must begin with a careful diagnosis of the current situation and strategy design. A framework for this, as well as a typology of African countries, is set out in chapter 3. Chapter 4 goes on to discuss the why and the how of industrial policy, whilst chapter 5 indicates how the policy may be calibrated with the new policy messages of the Report. The Report is the product of joint work, and is jointly published by UNCTAD and the United Nations Industrial Development Organization (UNIDO

Book excerpt: Many of Africa’s economies are at a crossroads, with an unprecedented opportunity for sustained growth, structural change, and accelerated development. Each will face a unique set of economic and political circumstances, but key to the success of all will be building critically needed infrastructure, deepening regional integration, and building a skilled workforce. Across these three challenges there are new possibilities for corporate and public actors to work in partnership to overcome barriers to investment and structural transformation. This report highlights examples of progress and positive collaboration and identifies areas where African governments can do more to make the most of current opportunities.

Book excerpt: Economic conditions in sub-Saharan Africa have remained generally robust despite a sluggish global economy. The near-term outlook for the region remains broadly positive, and growth is projected at 51⁄4 percent a year in 2012-13. Most low-income countries are projected to continue to grow strongly, supported by domestic demand, including from investment. The outlook is less favorable for many of the middle-income countries, especially South Africa, that are more closely linked to European markets and thus experience a more noticeable drag from the external environment. The main risks to the outlook are an intensification of financial stresses in the euro zone and a sharp fiscal adjustment in the US--the so-called fiscal cliff.

Available in PDF, EPUB and Kindle. Book excerpt: The African Continental Free Trade Area is expected to be a game changer for development ambitions in Africa. The design of the Agreement Establishing the African Continental Free Trade Area reflects an explicit commitment to create a framework for deeper socioeconomic integration and improved cooperation that enables trade, investment and the mobility of people, to support industrialization and the development of a dynamic services sector. Such achievements could ultimately generate decent jobs and increase revenue and thereby contribute to inclusive growth on the continent. A greater emphasis on deeper intraregional trade, cross-border investments in infrastructure and fostering "made in Africa" trade and industrialization policies is key to the continent's future prosperity and resilience to global financial, food-related, climatic and pandemic-related shocks. For the African Continental Free Trade Area to be a game changer, countries in Africa need to adopt policies that enhance consistency between trade measures, diversification objectives and inclusivity. Unless this is accomplished, the Free Trade Area may be restricted to a trade liberalization agenda and thereby not fulfil the hopes and aspirations of the people of Africa. If effectively implemented, the African Continental Free Trade Area can help address challenges emanating from the excessive reliance in Africa on the supply of primary commodities and goods embodying limited value added to world markets.

Book excerpt: Africa has major development aspirations in the broader context of a global and continental economic development agenda. This calls for substantial financial resources at a time when the global development finance landscape is changing, from a model centred on official development assistance and the coverage of remaining financing needs through external debt, to a framework with greater emphasis on the mobilization of domestic resources. The Economic Development in Africa Report 2016 examines some of the key policy issues that underlie Africa’s domestic and external debt, and provides policy guidance on the delicate balance required between financing development alternatives and overall debt sustainability. This report analyses Africa’s international debt exposure and how domestic debt is increasingly playing a role in some African countries as a development finance option, and also examines complementary financing options and how they relate to debt.

This book was released on 2012-05-14 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sub-Saharan Africa continues to record strong economic growth, despite the weaker global economic environment. Regional output rose by 5 percent in 2011, with growth set to increase slightly in 2012, helped by still-strong commodity prices, new resource exploitation, and the improved domestic conditions that have underpinned several years of solid trend growth in the region's low-income countries. But there is variation in performance across the region, with output in middle-income countries tracking more closely the global slowdown and with some sub-regions adversely affected, at least temporarily, by drought. Threats to the outlook include the risk of intensified financial stresses in the euro area spilling over into a further slowing of the global economy and the possibility of an oil price surge triggered by rising geopolitical tensions.
