Book excerpt: The Impact of International Economic Disturbances on the Soviet Union and Eastern Europe: Transmission and Response focuses on the transmission of economic disturbances to the Soviet Union and Eastern Europe, as well as the policy responses of both to such disturbances. Topics covered include external inflation, balance of trade, and resource allocation, along with the impact of the world economic crisis on intra-CMEA trade. This book is comprised of 16 chapters and begins with an overview of major international economic disturbances during the first half of the 1970s and their transmission to the Soviet Union and Eastern European countries. The following chapters examine the adjustment made by East European economies to external disturbances; external inflation, balance of trade, and resource allocation in small centrally planned economies; whether the Soviet Union was affected by the international economic disturbances of the 1970s; and the relationship between foreign trade and the Soviet economy. The transmission of international disturbances to Yugoslavia, Hungary, and Poland and the responses of each country are also discussed. The final chapter assesses how the energy crisis and Western ""stagflation"" have affected the nature of Soviet-East European political relations in the years 1956-1973. This monograph will be of interest to economists and economic policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: The global financial crisis has provided an important opportunity to revisit debates about post-socialist transition and the relative success of different reform paths. Post-communist Central and Eastern Europe (CEECs) in particular show resilience in the wake of the international crisis with a diverse range of economic transformations. Transformation and Crisis in Central and Eastern Europe offers an in depth analysis of a diverse range of countries, including Poland, Hungary, Russia, Ukraine, Czech Republic and Slovakia. This volume assesses each country’s institutional transformations, geopolitical policies, and local adaptations that have led them down divergent post-communist paths. Chapters take the reader systematically through the evolution of former communist national economic systems, before ending with lessons and conclusions for the future. Subsequent chapters demonstrate that economic performance crucially depends on achieving a sustainable balance between sound institutional design and policies on one hand, and localization on the other. This new volume from a prestigious group of academics offers a fascinating and timely study which will be of interest to all scholars and policy makers with an interest in European Economics, Russian and East European Studies, Transition Economies, Political Economy and the post-2008 world more generally.

Book excerpt: This book identifies the essential features of the Soviet bloc's economic nexus: the Council for Mutual Economic Assistance (CMEA), and Gorbachev's reforms. It describes the impact of reforms on the CMEA and speculates on this organization's future. The author links the recent developments within the CMEA with the wide ranging, fundamental changes in the politics and economics of the Soviet bloc. It also examines the connection between the recent upheaval of the Eastern Alliance to the general flux on the entire European continent in anticipation of the post-1992 abolition of internal trade barriers in the European Community. Sobell argues that the predictions of the CMEA's disintegration must be seen in the context of the planned acceleration of West European unification in the 1990s. The EC is poised to become the core of the post Cold-War Europe and will act as a magnet on other European countries, including CMEA members. The CMEA in the age of perestroika, Sobell contends, will continue to maintain its communist facade, but will be a profoundly different organization with increasingly dynamic links with Western Europe.

The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.

This book gives an overview of chosen countries and their situation before and during the crisis, providing a detailed view of the different regions during this difficult period. It also looks at their current status and the individual ways in which they have attempted to stimulate recovery.
