Available in PDF, EPUB and Kindle. Book excerpt: Political actors within the modern state--in both the West and the Third World--argue that more schooling can provide remedies for a variety of economic and social ills. But what is the state's actual efficacy in sparking demands for, and constructing effective forms of, mass schooling? Is the state really an effective agent relative to educational demands originating from other institutions: competing economic interests, the family, and the school institution itself? Under what institutional conditions does school expansion spur economic growth and change? Since the 1960s, institutional and economic theorists have advanced responses to these important issues from three theoretical perspectives: functionalist human capital, class conflict, and world institution frameworks. This volume reviews historical work on these critical issues, conducted over the past two decades in the United States, Europe, and the Third World. Review chapters are complemented by reports of new findings--authored by a novel array of international economists, sociologists, and political analysts pulled together for this unusual initiative. Following a review chapter on the state's role in boosting mass schooling and economic change, Part 1 focuses on the historical origins of literacy and schooling. Part 2 reports original work on national economic effects of school expansion, drawing on experiences from both industrialized and developing economies. Part 3 turns to the issue of how central states attempt to craft the supply of, and manipulate popular demand for, schooling. Practical implications are discussed throughout. Top researchers have gathered an abundance of evidence, providing a rich reference volume for scholars and social policy makers alike.

Book excerpt: Recurrent Education - the regular return of adults to training throughout their lives - could bring a host of benefits, from improved industrial productivity to reduced unemployment and broader participation in social, cultural and political life. Yet who or what would finance it? The papers in this volume, growing out of a conference co-sponsored by the OECD, draw on a range of ideas and experiences from America and Europe to consider what form a comprehensive system of recurrent education would take.

Book excerpt: Data from the Malmo (Sweden) longitudinal study were examined for the effects of continuing adult educational attainment and formal schooling on subsequent socioeconomic achievement over the life span of the individual worker. The results suggest that acquired level of formal schooling directly influences occupational success and earnings in the early, middle, and late phases of the career cycle investigated. The effect of continuing education attainment on occupational success increases considerably from age 35 to 52. The results do not indicate that continuing education exerts a significant effect on earnings. Continuing education may function as a second road to occupational mobility partially independent of acquired level of formal schooling. The results generated, however, do not lend support to the assumption that recurrent adult education may significantly affect the relative earnings differentials between the various status groups in society. (Part 1 of this document establishes the theoretical analysis and conceptual frameworks of continuing education. Part 2 reviews Swedish developments from 1960-1985. Part 3 describes the aims, methodology, and findings of the 45-year Malmo study. Appendices contain 24 tables, and a list of over 300 references is included. (CML)
