Until recently, focus on groundwater mainly concerned its use as drinking water and as an important resource for industry (e.g. cooling waters) and agriculture (irrigation). It has, however, become increasingly obvious that groundwater should not only be viewed as a drinking water reservoir, but that it should also be protected for its environmental value. In this respect, groundwater represents an important link of the hydrological cycle through the maintenance of wetlands and river flows, acting as a buffer through dry periods. Hence, deterioration of groundwater quality may directly affect other related aquatic and terrestrial ecosystems. The groundwater legislative framework under the EU Water Framework Directive and the newly adopted Groundwater Directive establishes criteria linked to environmental objectives which have to be met by 2015 following successive operational steps including characterisation, risk assessment (analysis of pressures and impacts), monitoring and design of programmes of measures. These milestones require that sound technical and scientific information be made accessible to water managers, which is so far still not sufficiently streamlined. In this context, this book describes the groundwater legislative milestones and presents series of research and development activities that aim to directly support them. It has, therefore, the ambition to become a vehicle liaising policy requirements and available scientific knowledge in this area.

Book excerpt: The Environmental Protection Agency's estimate of the costs associated with implementing numeric nutrient criteria in Florida's waterways was significantly lower than many stakeholders expected. This discrepancy was due, in part, to the fact that the Environmental Protection Agency's analysis considered only the incremental cost of reducing nutrients in waters it considered "newly impaired" as a result of the new criteria-not the total cost of improving water quality in Florida. The incremental approach is appropriate for this type of assessment, but the Environmental Protection Agency's cost analysis would have been more accurate if it better described the differences between the new numeric criteria rule and the narrative rule it would replace, and how the differences affect the costs of implementing nutrient reductions over time, instead of at a fixed time point. Such an analysis would have more accurately described which pollutant sources, for example municipal wastewater treatment plants or agricultural operations, would bear the costs over time under the different rules and would have better illuminated the uncertainties in making such cost estimates.

Book excerpt: This report describes a research project conducted at Colorado State University (CSU) to evaluate the impact of backwash recycling on water treatment plant performance. The main focus of the project was to conduct a series of experiments using the CSU pilot water treatment plant under different operational scenarios of steady-state and surge spent backwash water recycling. Each experiment entailed a control (non-recycle) run immediately followed by an experimental (recycle) run. On-line instruments and laboratory analysis of grab samples were used to evaluate the effect of spent backwash water recycling on filter effluent quality and filter run time for both conventional and direct filtration processes. During the period of pilot testing, nearly one hundred separate filter runs were performed. After pilot testing was completed, water sampling was conducted at a full-scale conventional filtration plant located in Colorado. Plant personnel modified the backwash recycle operation over a period of four weeks to include steady-state and surge backwash recycling, and to run the plant for brief periods without recycling. Grab samples and instrumentation data, obtained during this period of modified operation, were analyzed at CSU to evaluate the effects of recycling at an operating water treatment plant (WTP) and to assess transferability of the pilot-scale data to full-scale operations. Analysis of pilot- and full-scale data suggested that total suspended solids (TSS) could be a useful indicator of the process mass balance and filter performance. Using TSS data obtained from grab samples, additional research was conducted to quantify mass loading of the filters during recycle/nonrecycle runs and to evaluate the ability of TSS measurements to predict filter run time breakthrough. m̀stances, the mi.
