Book excerpt: This book is rooted in an epistemological approach to sociology in which the boundaries between Western and non-Western sociologies are acknowledged and built on. It argues that knowledge is organised in conceptual spaces linked to paradigms and programmes which in turn are linked to ethnocentred knowledge processes; that until recently Western approaches, including Post-Colonial, French Social Science and American approaches, have dominated non-Western theories; and that Western theories have sometimes seemed incapable of explaining phenomena produced in other societies. It goes on to argue that the blurring of boundaries between Western and non-Western sociologies is very important; and that such a Post-Western approach will mean co-production and co-construction of common knowledge, the recognition of ignored or forgotten scientific cultures and a "global change" in sociology which imposes theoretical and methodological detours, displacements, reversals and conversions. The book brings together a wide range of Western and Chinese sociologists who explore the consequences of this new approach in relation to many different issues and aspects of sociology.

China’s once praised public health services have deteriorated into a system driven by economic constraints, in which poor people often fail to get access, and middle-income households risk to be dragged into poverty by the rising costs of care. The New Rural Co-operative Medical System (NRCMS) was introduced to counter these tendencies and constitutes the main system of public health insurance in China today. This book outlines the nature of the system, traces the processes of its enactment and implementation, and discusses its strengths and weaknesses. It argues that the contested nature of the fields of health policy and social security has long been overlooked, and reinterprets the NRCMS as a compromise between opposing political interests. Furthermore, it argues that structural institutional misfits facilitate fiscal imbalances and a culture of non-compliance in local health policy, which distort the outcomes of the implementation and limit the effectiveness of insurance. These dynamics also raise fundamental questions regarding the effectiveness of other areas of the comprehensive New Health Reform, which China has initiated to overhaul its healthcare system.

Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China’s institutions for coping with critical crises in governance since 1978. These changes include better management of leadership succession, better crisis management, improved social welfare, the management of society through treating different social groups differently depending on their potential to rival the Party state, and a variety of limited, intra-party and grassroots democracy.
