In this respect, comparisons with the previous Association agreements with the states of the Central Europe are also made here. A great part of the book is also dedicated to an analysis of the issues of human rights, the rule of law, and legal approximation as a key element of the acceptation of duties of the association countries. Recent political unrest in Ukraine in connection with the delay of the signature of the EU-Ukraine Association Agreement has also shown that this contract instrument is considered to be a key indicator in geopolitical terms, as a concrete expression and powerful symbol of the future orientation of this Partnership state and its willingness to share common European values. Those countries were left out of the cycle of peaceful development, which the European project brought to the continent following the Second World War. It aspires to transform these countries into more democratic and prosperous societies. Over the last five years, the EaP has achieved more in some partner countries than in others. Structural policy weaknesses and different socio-economic realities of the partner states notwithstanding, the main challenge to the success of the EaP has come from Russia, which chose to view this policy as a zero-sum game for geopolitical dominance in its shared neighbourhoodÊwith Europe. This paper argues that in order to achieve the desired transformations, the EaP needs a fresh start, focusing on different players, methods and political technologies. Failure of the EaP to achieve its goal could deprive another generation of Georgians, Moldovans, Ukrainians and others in the EaP countries of an opportunity for a better life.

Many European countries signed similar Agreements and became very quickly therafter full members of the EU. Nowadays there are a lot of opinions and myths about what exactly the Ukrainian Association is, and, in general, where it should bring Ukraine and Europe. This research paper explores the objectives pursued by the EU and Ukraine by the time they signed the Agreement. It provides a full analysis and interpretation of its content and describes how Ukrainian attempt to get closer to the European Union changed the geo-political situation in Europe. This paper is important as it will cast in light the background of the present tragical events in Ukraine and will provide deeper knowledge about the situation. The main hypotheses of this work are as follows: 1. The Association Agreement between Ukraine and the EU does not give any guarantees for the accession to the EU and could only be seen as the basis of a prospective future membership. 2. The access to the European integration of Ukraine in the EaP is precluded because of inflexible and “naive” policy of the EU. The ENP has failed and needs to be reconsidered. 3. Russian permanent intervention in the policy decision-making of Ukraine slowdowns its integration towards Western Europe. The paper will be a mixture of description and “data followed by analysis”, going gradually more in depth from the negotiation process to the conclusion of the AA between Ukraine and the EU. To make the argument easy to follow, chronological analysis will be used in dealing with the interval of 2007-2015 (from the beginning of negotiations to the implementation process of the AA).

Book excerpt: Since its inception in 2009, the Eastern Partnership has provided an important framework for countries that seek a closer partnership with the European Union. While these agreements are exclusively between the EU and the Eastern Partnership countries, the United States does have an interest in furthering democracy and stability throughout Europe and Eurasia. We believe, just like the EU, that integration of these nations only can happen when key conditions are met by applicant nations, particularly around issues related to the rule of law, government transparency, and open economic policies. The Eastern Partnership does not preclude a relationship with Russia. By dint of geography, it makes sense for each of these countries to maintain a healthy relationship with the Russian Federation, as well as with the European Union. Unfortunately, Russia has put considerable pressure on each of the partnership countries to discourage them from strengthening relations with the EU. Ukraine, Moldova, Armenia, Azerbaijan, Georgia, and Belarus should be free to chart their own future.
