Throughout its history, the United States has grappled with the constitutional tension built into the conduct of its foreign affairs and the interpretation of the power to make war and use force abroad. Since the Cold War's end, the United States has had to navigate through a period of strategic ambiguity, where American national security interests are much less certain. Ryan Hendrickson examines the behavior of the Clinton administration and Congress in dealing with the range of American military operations that occurred during the Clinton presidency. He uses a case-study approach, laying out the foreign background and domestic political controversies in separate chapters on Somalia, Haiti, Bosnia, Kosovo, and Iraq. Of special interest after the World Trade Center attacks is the chapter "Terrorism: Usama Bin Laden." The author analyzes a number of factors that influence the domestic decision-making process. We see the president relying on congressional consultation and approval during periods of political or personal weakness, and, conversely, in better times we see a president with a freer hand. Also influential is the ability of the public to comprehend and support the reasons for a particular action, with troops in Bosnia requiring more explanation than cruise missiles over Baghdad. Consideration is given to the relevance and effectiveness of the War Powers Resolution of 1973, a Watergate-era attempt by Congress to restore what it perceived to be its legitimate constitutional role in the decision to use force abroad.

Within the last forty years face and speaker recognition have emerged as research topics. However, as recently as a decade ago, biometrics itself did not exist as an independent field. Each of the biometric-related topics grew out of different disciplines. For example, the study of fingerprints came from forensics and pattern recognition, speaker recognition evolved from signal processing, the beginnings of face recognition were in computer vision, and privacy concerns arose from the public policy arena. One of the challenges of any new field is to state what the core ideas are that define the field in order to provide a research agenda for the field and identify key research problems. Biometrics has been grappling with this challenge since the late 1990s. With the matu ration of biometrics, the separate biometrics areas are coalescing into the new discipline of biometrics. The establishment of biometrics as a recognized field of inquiry allows the research community to identify problems that are common to biometrics in general. It is this identification of common problems that will define biometrics as a field and allow for broad advancement.

Although a number of studies have addressed NATO's historic evolution, conceptual changes, and military activities, none has considered the role in this transformation of the secretary general, who is most often seen as a minor player operating under severe political constraints. In Diplomacy and War at NATO, Ryan C. Hendrickson examines the first four post-Cold War secretaries general and establishes their roles in moving the alliance toward military action. Drawing on interviews with former NATO ambassadors, alliance military leaders, and senior NATO officials, Hendrickson shows that these leaders played critical roles when military force was used and were often instrumental in promoting transatlantic consensus. Hendrickson offers a focus on actual diplomacy within NATO unmatched by any other study, providing previously unreported accounts of closed sessions of the North Atlantic Council to show how these four leaders differed in their impacts on the alliance but were all critical players in explaining how and when NATO used force.
