Book excerpt: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government - at the political and bureaucratic levels - developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

Its failure to tailor interventions to Timor-Leste’s specific political economy and conflict dynamics distanced the state from its citizens and undermined its capacity to forge a political settlement founded on a robust social contract. At a time in which conflict-affected states are receiving unprecedented attention and peacekeeping operations and humanitarian emergencies are becoming increasingly complex, this book argues that radical changes are urgently required in the way the international community operates in these environments. The findings are rooted in an examination of the mechanisms used by international development actors in Timor-Leste between 1998 and 2006. In bringing together wide-ranging perspectives, the author shows that international actions cannot be separated from the local political and socio-economic context, demonstrating that interventions are never ‘apolitical’ and that peacebuilding must be intentional. Indeed, political settlements premised on a robust social contract should not be taken for granted anywhere. The impact of increasing disenfranchisement, mistrust in institutions and structural inequalities evident in the global North suggest that lessons from peacebuilding in Timor-Leste are relevant far beyond its shores. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

Book excerpt: The Indonesian invasion of the former Portuguese colony of East Timor in 1975 was opposed by a coalition of local nationalist groups who engaged in armed resistance. Many people fled to Australia as refugees. Following years of turmoil and after direct urging from the Howard Government, President BJ Habibie offered the East Timorese self-determination. The United Nations Mission in East Timor (UNAMET) would ensure voting was free and fair. On 30 August 1999, the East Timorese people declared their overwhelming support for independence. Violence initiated by pro-Jakarta militias produced a humanitarian crisis. Xanana Gusmão, former guerrilla leader and independence advocate, called for international military forces to restore order. The UN accepted Australia's offer to lead what became the International Force East Timor (INTERFET) consisting of 22 nations. On 20 September the first elements of the largest Australian deployment since the Vietnam War arrived in the East Timorese capital, Dili. More than 5,500 uniformed men and women were involved in the intervention and many thousands more were to follow over the ensuing three years. On 28 February 2000, INTERFET was dissolved and the United Nations Transitional Administration in East Timor (UNTAET) assumed complete responsibility for peacekeeping operations and civil affairs. The Democratic Republic of Timor-Leste was inaugurated on 20 May 2002.
