Book excerpt: Questioning whether certain sections of Indian society suffer from multiple deprivations, the Indian Human Development Report 2011 evaluates whether the social indicators of the excluded groups are converging or diverging with the rest of the population. The Report addresses three critical issues: (i) Do different social groups like the SCs, STs, and Muslims get excluded from the development process? (ii) Has India experienced inclusive growth in the true sense? (iii) How are flagship programmes/schemes of the government dealing with some of these concerns? Rich in data and analyses, this Report examines: human development index and profile for India and its states; economic attainment of the population, especially in terms of the two major sources of income-employment and assets; availability, access, and absorption of food and state of hunger and malnutrition; health indicators vis-a-vis inputs, processes, and outcomes; achievements and challenges in education; state of support infrastructure such as roads, electricity, housing, and telephony; and challenges facing vulnerable sections of India's population-child labourers, the elderly, and the disabled.

Human Development covers three dimensions of human welfare: income, education and health; it is a process of enlarging people's choices which centers the people's welfare in its analysis. The United Nation has been publishing the human development report since 1990, the government of India and some North Eastern states too published their own reports over the years. The present paper is a humble attempt to analyse the present status of Assam, Arunachal Pradesh, Meghalaya, Tripura and Nagaland by reviewing the respective state human development reports. Review of the human development reports show that there is great disparity among the states as well as with the mainland India. Communication bottleneck, poor infrastructure, isolation and insurgency may be considered as the major reasons for the present state of affairs of the North East India. Poor economic growth has always been the hallmark; if proper steps are not taken the region may slip into further isolation and subsequent marginalization.

Book excerpt: The 2013 Human Development Report analyses the causes and consequences of the continuing "Rise of the South" and identifies policies rooted in this new reality that could promote greater progress throughout the world for decades to come. The Report calls for far better representation of the South in global governance systems and points to potential new sources of financing within the South for essential public goods. With fresh analytical insights and clear proposals for policy reforms, the Report charts a course for people in all regions to face shared human development challenges together, fairly and effectively.

Book excerpt: In spite of India pursuing the policy of liberalization and globalization since early eighties and witnessing higher growth rates has not been able to achieve much on account of human development and welfare both at national level and at the level of North East India. Human development index is below 0.62 in India and much below in its North Eastern Region. Rural-urban disparity, gender disparity and uneven human development across the States in the region are quite significant. The disturbing trend of increasing gender disparity in Nagaland and escalating rural-urban gap, particularly in the States of Assam and Meghalaya is a matter of concern. The present paper in this regard is an attempt to highlight some of these issues and calls for an urgent need for taking appropriate action in this regard.

The papers have explored pathways to break these structures gradually to achieve gender equality and empower women.

Available in PDF, EPUB and Kindle. Book excerpt: Human Development in an Unequal World deals with the twenty-first-century challenges of unstable economic growth and sustainability and the re-emergence of deprivations and inequalities in multiple realms. It argues that the broader perspective of human development is most suited in reorienting development towards a more equitable, sustainable, and empowering world. The authors discuss the concept and philosophy of the capabilities and human development approach, its measurement, the links between economic growth and human development, and the role of social sector policy, gender equality, and securing sustainability. In doing so, they analyse frameworks, processes, institutions, and actors, and weave together concepts, methods, and evidence from numerous developing countries. The chapters offer an integrated understanding of the importance of capabilities, freedoms, and human flourishing in the process of development. This volume calls for an approach that focuses on the humanness of development and brings people back to the centre stageā€”a phenomenon that has receded to the background in the neoliberal era.

Side by side, words like 'alienation', 'exploitation' and 'insecurity' are being 'used' across the region to instigate the dangerous problem of insurgency. This has kept the region continuously in a state of flux devoid of political or economic stability so crucial for any meaningful development, negating the effects of whatever little economic development has taken place in the region. Centre's continuous development initiatives under the Special Category Status releases huge amount of development funds without creating necessary credit absorption capacity in the economy and consequently has remained unsuccessful in delivering the results woefully dismal have been the half hearted attempts made by the different State Governments in the region from time to time in the name of development. Most of these efforts were directed only towards extracting more assistance and more grants from the Centre. The book revisits these failed initiatives and re-examine the crucial areas while searching for an alternative. The volume focuses on an integrated approach towards inter-related issues in the entire region with 'development' as the pivotal and overarching factor. The collection of seventeen articles are, categorized into five broad sub-sections, extending from political dynamism to economic intricacies, social conflicts and the role of institutions which gives us an opportunity to come across the thoughts of scholars to trace the roots of and connections between, the problems that plague this region and eventually to forge a common strategy to address the issue of backwardness of this region.

Book excerpt: The Human Development Report, now in its seventh edition, updates the unique Human Development Indicators comparing human development in most countries of the world, and the data tables on all aspects of human development. The special focus of this edition is on the important link between economic growth and human development. The Report maintains that the link is not automatic but can be established through proper policy management, arguing the case for initiating and accelerating economic growth and at the same time accelerating and sustaining human development in different parts of the world. The Report also maintains that the quality of growth is as important as its quantity; otherwise, growth can be jobless, voiceless, ruthless, rootless, and futureless. It identifies employment as an important instrument in translating the benefits of economic growth into people's lives. An indispensable resource for courses in international development, the Report ranks 174 countries according to the Human Development Index (HDI). It also gives the global ranking of more than 100 countries in terms of Gender-Related Development Index (GDI) and the Gender Empowerment Measure (GEM). The first index represents HDI, taking into account gender inequality in capabilities, and the second represents female opportunities in selected economic and political areas. New to this edition is the Capability Poverty Measure (CPM), which is used as an alternative to the traditional income poverty measure. The Report concludes that the future challenge is how to forge and sustain the desired kind of linkage between economic growth and human development in a globalized world which represents both opportunities and threats for the nations of the world.
