Book excerpt: 2020 Brendan Gill Prize finalist For forty years, as New York’s Lower East Side went from disinvested to gentrified, residents lived with a wound at the heart of the neighborhood, a wasteland of vacant lots known as the Seward Park Urban Renewal Area (SPURA). Most of the buildings on the fourteen-square-block area were condemned in 1967, displacing thousands of low-income people of color with the promise that they would soon return to new housing—housing that never came. Over decades, efforts to keep out affordable housing sparked deep-rooted enmity and stalled development, making SPURA a dramatic study of failed urban renewal, as well as a microcosm epitomizing the greatest challenges faced by American cities since World War II. Artist and urban scholar Gabrielle Bendiner-Viani was invited to enter this tense community to support a new approach to planning, which she accepted using collaboration, community organizing, public history, and public art. Having engaged her students at The New School in a multi-year collaboration with community activists, the exhibitions and guided tours of her Layered SPURA project provided crucial new opportunities for dialogue about the past, present, and future of the neighborhood. For most of the advanced countries, trade has raised standards of living, while for most emerging economies, growth did not begin until their integration into the global economy. The economic explanation is simple: international trade facilitates specialization, increased efficiency and improved productivity to an extent impossible in closed economies. However, recent years have seen a significant slowdown in global trade, and the global system has increasingly come under attack from politicians on the right and on the left. The benefits of open markets, the continuation of international co-operation, and the usefulness of multilateral institutions such as the World Trade Organization (WTO), the International Monetary Fund and the World Bank have all been called into question. While globalization has had a broadly positive effect on overall global welfare, it has also been perceived by the public as damaging communities and social classes in the industrialized world, spawning, for example, Brexit and the US exit from the Trans-Pacific Partnership. The purpose of this volume is to examine international and regional preferential trade agreements (PTAs), which offer like-minded countries a possible means to continue receiving the benefits of economic liberalization and expanded trade. What are the strengths and weaknesses of such agreements, and how can they sustain growth and prosperity for their members in an ever-challenging global economic environment? The Handbook is divided into two parts. The first, Global Themes, offers analysis of issues including the WTO, trade agreements and economic development, intellectual property rights, security and environmental issues, and PTAs and developing countries. The second part examines regional and country-specific agreements and issues, including NAFTA, CARICOM, CETA, the Pacific Alliance, the European Union, EFTA, ECOWAS, SADC, TTIP, RCEP and the TPP (now the CPTPP), as well as the policies of countries such as Japan and Australia.

Book excerpt: The Committee's report finds that the Government's plans for a major house-building programme are based on the widespread belief that increasing the volume of housing stock is the most important way to tackle the crisis of unaffordable housing in the UK; however, as housing policy is increasingly based on household growth projections, it is important that these projections are kept under review as firmer information becomes available. Promoting homeownership is an underlying objective of the Government's programme, but although it offers unparalleled opportunities for some households to accumulate wealth, it is not a viable option for many others, and therefore the provision of social housing for rent should be given equal priority. A simple supply and demand model cannot be applied to the housing market, and the multitude of factors affecting house prices means that it is very difficult to support an increase in housing supply simply on the basis of improving affordability. The report also highlights concerns that local authority powers to prioritise developments on brown field sites in urban areas should not be eroded; and that the house-building programme in the wider South East will have to be carefully managed as it is an area with major water shortages and significant flood plains.
